Hello, can someone explain to me what this line in config means? thx :)

It means when someone creates a town, all other towns created must be at most this number away (whatever you set it to). If for example you set it to 100, then you need to build a town with a distance of 100 or less away from another town. This makes it so towns can't be incredibly far away, Many people opt out of this feature, as it forces towns to be more close. Its up to you.
