Permission node to allow non-residents (new players) to place certain blocks in NPC-mayor towns

I hope this is an easy fix:
 
I made a few NPC-mayor towns for the spawn area.
 
In these towns, I have SignShops that give players items, like a boat.
 
I need to know the permission node that would allow the player to place the boat and use the boat even if they are not a resident of the town.
 
For the general case, is there a syntax or permission node to allow that would give players that capability to place a certain block or use a certain block in a town they are not resident of?
 
Examples:
 
1.  get a boat, place the boat and use the boat
2.  get a bucket, use the bucket to get water
3.  For some block A already placed in the town by the Admin, allow the user to use block A (but not destroy it)
 
Maybe this is a harder question to solve:
 
let's say that in addition to Towny, the other plugins running are PEX and GriefPrevention and TekkitCustomizer,
 
Then, is there an order of precedence that controls which plugin's permission nodes are used first?
 
In other words, if I make a NPC-mayor town and use the answer above to let a player place a boat in the water that is in this NPC-mayor town but for another town, I don't want that permission, is there a switch for that?
 
If I missed the FAQ, I didn't find enough information to understand how to resolve this.

If you set the /town set perm itemuse on, then anyone can use items. This includes boats, buckets, ane minecarts. Just be aware they can put water down too, which could leave to water, or even worse, lava greifing.
