Plot flags vs. Town flags

Hello! I want to make it so when a town is created, I have it set so the outsider flags for build and switch are off by default. However, when someone sells a plot to a town member in that town, the plot has the outsider flags for build and switch ON, instead of off. I want to make it so, even when a plot is bought and sold, the build and switch flags for outsiders are always off, and cannot be changed.

How could I go about doing this? I did not see it in your configs.

Couldn't find an edit button, but I just wanted to add that I want it so, no matter what, outsiders can never build or switch (except in the Wilderness, where anyone may do anything).

That is determined by the mayor's /town's perm line, the mayor sets it
using /t set perm

Indeed, but it seems like once someone sells a plot, that plot specifically doesn't really care and just allows everything for everyone, meaning people have to individually set the flags for each plot they sell.

There is no setting for that, Towny re-uses the perms already set for the
plot to plots that are put up for sale.

Go to a normal town plot and check the perm line using /plot perm
that will tell you if the town's plot perms are set for outsider use.

So, setting plot perms to one plot automatically defines the perms set for plots that go up for sale?

It explains in detail what perm lines there are and what the flags do. You
will be setting the town's perm line using /t set perm, which will pass on
to town-owned plots after you do /t set perm reset.

So, currently, towns need to run the /t set perm command on every chunk of land they own, which is a nightmare for big towns. As it stands, Residents can build and break freely.

Is there any way to run a /t set perm command that applies to all plots the town owns?
