The National Demolition Association (NDA) and Occupational Safety and Health Administration (OSHA) have worked together to ensure best demolition practices are being followed at jobsites across the U.S. The effort culminated into demolition-specific training by NDA for OSHA compliance safety and health officers (CSHOs). The videos are part of a four part series. Topics include engineering survey, health hazards and safety protocols in fall protection and robotics. A Demolition Permit is required for the partial or complete removal of a permitted building or structure. This includes the removal of the foundation, water lines, sewer lines, gas lines and the demolition of any septic systems and wells. Prior to starting demolition, you will be required to submit a plot plan showing the location and description of the proposed demolition and any necessary supporting documentation. After submitting your plans, they go through the plan review process, which involves reviews to verify compliance with the San Bernardino County General Plan California Building Codes, San Bernardino County Fire Code, San Bernardino County Development Code, South Coast Air Quality Management District or Mojave Desert Air Quality Management District, and/or any required laws and regulations.


Regulations require that notification be made to the Department of State Health Services before beginning renovation projects which include the disturbance of any asbestos-containing material (ACM) in a building or facility or before the demolition of a building or facility, even when no asbestos is present.


The notification must be made whether you are notifying in accordance with NESHAP, TAHPR, or both. The department shall be notified using the Online Asbestos Notification System or by mailing the Asbestos Abatement/Demolition Notification Form to the department. Notification shall be made no less than 10 working days (not calendar days) prior to the start of demolition or asbestos abatement activity or any other activity that will disturb asbestos (except for emergencies or ordered demolitions). Notifications which do not meet the 10-day requirement or are incomplete are considered to be "improper" and may result in enforcement proceedings.


The online Demolition Hazards for Construction course trains construction workers to recognize the hazards of demolition work and practice hazard mitigation controls. This training is ideal for any worker, supervisor or contractor who may be exposed to hazards while performing demolition work.


Once you finish the course and pass a brief test on the core topics, you can immediately download your Certificate of Completion. The Demolition Hazards for Construction course takes about 1 hour to complete.


In this training, students will learn the basics of demolition safety in the workplace, as well as best practices for common tools and strategies used in demolition work. The topics presented are based on OSHA's demolition standard for the construction industry, OSHA CFR 1926, Subpart T.


When you complete the course, you will be prompted to take a 20-question final exam on what you have learned. If you do not pass your exam on the first attempt, you can retake it until you get a passing score of 70% or higher.


The goal of this course is to teach construction workers about the hazards they face during demolition work. Students will also learn about hazard mitigation controls and personal protective equipment (PPE).


The Demolition Hazards for Construction course is divided into four learning modules that cover a variety of demolition hazards, including building and site hazards, fall hazards, equipment and utility hazards, and environmental hazards. You can find a full outline of each module below.

The California Green Building Code requires 65% of all non-hazardous construction and demolition waste be diverted from landfills by salvage or recycling. Applicants are required to submit a Waste Management Plan through Green Halo Systems, which tracks waste diversion and recycling and monitors compliance with State regulations.


All applicants for demolition permits must conduct an assessment to screen for Polychlorinated Biphenyls (PCBs) in priority building materials. This screening is required for water quality protection and is designed in accordance with requirements in the Bay Area Regional Municipal Stormwater National Pollutant Discharge Elimination System (NPDES) Permit.


The City of Birmingham Department of Planning, Engineering & Permits handles the majority of permits for the City of Birmingham. We are currently in the middle of moving away from our long term permitting system to our new Online Permit Center. Once this is complete, all permits will be handled through the Online Permit Center. This allows our applicants to apply, pay, and manage their permits online.

For your convenience, effective March 29, 2017, the Town of Portsmouth has adopted online permitting for the submittal of applications for building permits, plumbing permits, moving/demolition permits, mechanical permits, sign permits, soil erosion permits and electrical permits.


If you need to add attachments after closing a submitted application or want to check your status, go to My Documents. This will show you a list of all the applications you have ever submitted along with the status. To add additional attachments, click on the permit row once to highlight the permit and then click the Square white icon above on the right and follow the instructions.


The Development Services Department has various online tools to help you search for development & permit-related information, sign in for service and pay fees, view geographic-related information, and receive development-related email notifications.


This interactive wizard will help you identify if a permit or application is required from the Development Services Department (DSD), determine the next step in the development process for your project, and determine the appropriate DSD staff who can provide further assistance.




There are two computers in the hallway, outside of The Building Department, at Town Hall where you can do your research. The office will print out a street card for you that will show all permits that have been taken out on a property until August 2021. All permits from 2021 to present, can be found online, on our online permitting site, ViewPoint.

To begin processing an application you will need the full scope of the work to be done, the contractor's name and license number, and PDF versions of any required drawings/sketches or construction plans.


NOTE: All electrical, gas, HVAC&R, and plumbing work requires a licensed contractor. Contractors used for construction work on 1-and 2-family dwellings must have a Maryland Home Improvement (MHIC) license.


Licensed contractors: Licensed contractors must be registered in the ePermits database in order to be added to a permit. You will need an ePermits access code that is provided by staff in order to register your license. You will need your contractor license and a valid photo ID to receive the ePermits access code.
