M. Jocelyn Belfort du Journal Le Nouvelliste. Le peuple haïtien et les lecteurs du Journal  ont lu avec attention votre article sur ce projet de "Village Commercial" à Lafiteau (Titayen). Cependant, votre enquête passe sous silence que ce projet est en train d’être mené sur des terrains privés accaparés par Bigio (le Groupe Bigio) en collusion avec la Primature que dirigeait l'ex-PM Laurent Lamothe. 

 

Effectivement, cette bourgeoisie commerciale, qui est à sa phase d'accumulation primitive du 19ème siècle en plein 21eme, ne négligera rien pour mettre les mains sur le reste du patrimoine du pays et renforcé leur capacité d’exploitation du peuple haïtien. Au cours de ces trois dernières années, ils ont essayé de faire mains basses sur toutes les richesses du pays du Nord au Sud et les institutions du pays. Cependant, ils ont essuyé un échec cuisant grâce à certains parlementaires.

Merci le groupe des 6 et le MOPOD.  

 

Ce projet de village a été interrompu. Le nouveau climat politique est favorable au Cabinet Me Louis Manès pour faire appliquer le droit et rendre justice a des propriétaires victimes des assauts de ces mercenaires a la tete du pays.

La construction du port Lafiteau et de la zone franche du projet « Lafiteau Global », initié par le GB Group, coûtera aux responsables de cette compagnie pas moins de 150 millions de dollars américains. Les élections anticipées en Grèce programmées pour ce 25 Janvier 2015 inquiètent les autorités de Bruxelles et les membres de l’oligarchie grecque. Les dirigeants du parti d’extrême gauche grecque la Syrisa,  Alexis Tsipras, prône  la fin de l’austérité et la sortie dans la Grèce de la zone Euro. Ce qui bouleverse les autorités européennes.

 

Pour ce qui a trait à l’oligarchie grecque dont les membres contrôlent tous les leviers de l’économie du pays, l’implication de cette classe dans la crise économique grecque restait, pour longtemps un sujet tabou. Ce n’est plus le cas dans cette bataille politique ou l’extrême gauche reste favori. Le rôle de l’oligarchie et sa  responsabilité dans la crise devient une priorité économique pour la gauche car elle constitue un frein à la libre concurrence et au développement économique de la Grèce. 

 

Pourquoi pas Haïti ? Les journalistes et les leaders politiques doivent commencer à réfléchir et analyser le rôle de l’oligarchie marchande haïtienne dans la crise politique haïtienne et le sous-développement du pays.

PORT-AU-PRINCE, Haiti — With a brisk clap of his hands, Michel Martelly summed up the first steps he would take if he ever left the music business and became the president of Haiti.“First thing, after I establish my power, which would be very strong and necessary, I would close that congress thing,” Mr. Martelly was quoted as saying in 1997, when he was still a hugely popular singer. “Out of my way.”His words have proved prophetic. A political crisis almost four years into Mr. Martelly’s presidency gave life to the fantasy he once described: He is now running the country without the checks and balances of a parliament.

After Mr. Martelly and his opponents in Parliament could not agree on elections, most legislative terms expired, and the seats remain empty. Only 11 elected officials remain in the entire country, and the president is one of them.

 For two months, Mr. Martelly has governed Haiti by executive order, concentrating power in the hands of a man who, his critics say, is a prisoner of his past, surrounded by a network of friends and aides who have been arrested on charges including rape, murder, drug trafficking and kidnapping.

One of Mr. Martelly’s senior advisers was jailed for six months during the president’s tenure after being accused of killing a man in a gunfight at the Dominican border. Another friend of the president vanished last year, shortly after being released from jail in a marijuana trafficking case.

The prosecutor in that case fled the country fearing retaliation.

Yet another of the president’s associates is in jail, accused of running a kidnapping ring. The authorities are trying to determine whether the man, Woodley Ethéart, who said he worked at the Ministry of Interior, laundered ransom money through a lucrative catering contract at the presidential palace, an investigator familiar with the case said.

One longtime law enforcement official said he stopped going to events at the palace because he kept running into people who had been arrested on charges as serious as murder but were now working at the presidential offices as security guards.

“There they were, in the palace, carrying automatic weapons,” the official said under the condition that his name not be published out of safety concerns.

The Martelly administration’s influence has been criticized most for its effect on the judiciary, where the criminal cases of some people close to the president have stalled or disappeared.

Prosecutors who objected to the administration’s interference were fired or fled, and one judge who complained that the president had meddled in a civil corruption case against Sophia Martelly, the first lady, died two days later.

“I would be very concerned of this interconnected web of nefarious characters,” said Robert Maguire, a Haiti scholar at George Washington University. “Martelly has empowered them to do what they do. He has established an environment of corruption, abuse of power and impunity.”

The president’s office did not respond to several requests for an interview since January. The presidential spokesman, Lucien Jura, did not respond to repeated requests for comment.

Mr. Martelly’s allies defended him, saying that the president could not be blamed for the actions of his friends. Several said that he is loyal to a fault, and that he will stand beside old friends no matter what trouble they find themselves in. The president, aides said, wants the best for Haiti but is easily influenced by relatives known for ties to drug trafficking and friends who abuse their proximity to power.

One of those relatives, the president’s brother-in-law Charles Saint-Rémy, said the president and his family had been victims of a politically motivated campaign to discredit them.

“We have had stability for four years,” said Daniel Edwin Zenny, a senator allied with the president. “We used to have 10,000 to 20,000 people protesting on the streets every day. Now we have 1,500 to 4,000, and while they are protesting, the country is moving forward. This is not a big situation yet.”

Disputed Election

Mr. Martelly was elected in 2011 after being placed in a runoff despite coming in third in a disputed election. International organizations, with an assist from Washington, helped Mr. Martelly by documenting his opponents’ widespread voter fraud.

Washington’s role in the election and the American ambassador’s warm relationship with him since has hurt Mr. Martelly’s credibility at home, where the president is considered a member of the conservative elite, disconnected from the poor majority.

Still, he is credited with getting the vast majority of residents who lost their homes to the devastating 2010 earthquake out of tent cities. Solar panels light once-darkened streets, and government ministries and hotels are being built. An anticorruption law was enacted, and the president found creative ways to enroll more children in primary school.

The rubble that marred the streets after the earthquake is gone, and so are most of the tents that 1.5 million Haitians lived in, packing parks, road dividers and other corners of open space.

Haiti now has one of the fastest-growing economies in the Caribbean, thanks largely to infrastructure projects financed by the money Haiti saved by buying oil at preferential terms from Venezuela. But even with that growth, and the billions in international aid, 24 percent of Haitians still livein extreme poverty, according to the World Bank.

“Construction is, like, for certain people — rich people. They built new banks, they built new hotels and government buildings,” said Jean François, 52, a father of six who has lived in a hillside tent for five years. “The government officials drive by this hill every day, but they don’t see us.”

Now that Mr. Martelly can organize elections without consulting opponents in Parliament, it will soon be voting time again. A movement to oust the president appears to be losing steam. A general strike organized by opposition parties in recent days mostly flopped.

“A lot of the progress is a little smoke and mirror,” said Nicole Phillips, a lawyer for the Institute for Justice and Democracy in Haiti, arguing that Mr. Martelly’s administration improved infrastructure and built hotels, but also cracked down on rights activists and manipulated the judiciary to benefit the president’s associates. “They have taken one step forward, but mostly taken two steps back.”

Mr. Martelly’s last prime minister, Laurent Lamothe, was seen by many as cracking down on kidnapping and organized crime. But Mr. Lamothe was pushed out in December as the political crisis between the administration and opposition parties reached its peak.

Among those who protested in the streets demanding Mr. Lamothe’s ouster was Mr. Saint-Rémy, the first lady’s brother, who admits that he sold drugs in his youth but now functions as an unofficial adviser to the president. Mr. Saint-Rémy was furious over the arrest of Mr. Ethéart, who operates an expensive French restaurant known to be one of the president’s favorite hangouts — but who has also been identified by the Haitian National Police as being the leader of Galil, a gang of kidnappers.

Mr. Saint-Rémy started calling senior government officials to plead for his friend’s release, three people close to the administration said. Simon Desras, who was president of Haiti’s Senate during the political crisis, said that one of the recipients told him he considered the call more a threat than request.

“In Martelly’s environment, you don’t find all saints,” Mr. Desras said. “You find demons.”

Mr. Saint-Rémy admitted “having discussions” with senior officials about the case, because he remains firmly convinced that his friend is innocent and was set up by the politically ambitious former prime minister, Mr. Lamothe, in an effort to discredit the president.

“Laurent has been playing heavy politics, because he has always wanted to be the only player standing,” Mr. Saint-Rémy said.

Mr. Lamothe did not respond to repeated requests for an interview.

Mr. Ethéart was arrested last year in connection with the kidnapping of a businessman by gunmen in police uniforms who demanded $1.2 million.

Telephone records showed that Mr. Ethéart was in contact with the kidnappers and, like the hostage-takers, had turned off his cellphone at the precise time of the abduction, according to a police investigative report. A Ministry of Interior license plate found on a vehicle at Mr. Ethéart’s house had been reported in previous kidnappings, an investigator said.

The police tied the case to 15 other kidnappings involving 17 hostages and one murder, the police said.

But irregularities in the investigation quickly emerged. According to government officials, subpoenas to interview several witnesses stalled for months. When the investigating judge ordered the arrest of Mr. Ethéart’s wife and closed the expensive French restaurant the couple operated, another judge had her released and lifted the judicial seal on the restaurant’s doors.

Mr. Ethéart has denied wrongdoing, saying his arrest was the result of his “presidential acquaintances.” He said in a radio interview last year: “I’m like a big Kleenex. They used me and then threw me away.”

An Arrest in the 1990s

 

 

Two law enforcement officials in Haiti said that Mr. Ethéart had been arrested in the late 1990s with a naked man in his trunk, who led officers to a nearby murder scene. Mr. Ethéart denied the assertions in the radio interview, but acknowledged that at another time he was found with $178,000 in cash — proceeds, he said, from a music festival in Miami.

His lawyer, Claudy Gassant, said that the prosecution’s evidence was flimsy. “No one in the palace intervened or asked the judiciary to release him. No one,” Mr. Gassant said. “To me, his relationship with the president does not matter.”

Evans Paul, who was named prime minister after Mr. Lamothe’s ouster, said the fact that Mr. Ethéart is in jail awaiting trial proved that the country had an independent judiciary.

“We cannot stop someone from choosing his friends, and cannot give hold him responsible for his friend’s actions,” Mr. Paul said of the president. “Only if you can show there is complicity.”

The National Human Rights Defense Network, a leading human rights organization in Haiti, has argued that the president and his cabinet were complicit in protecting drug traffickers in other cases.

The president was widely criticized for the handling of a 2013 drug-trafficking case involving Evinx Daniel, a prominent hotelier and Martelly campaign supporter who owns Dan’s Creek, a beachfront hotel the president is known to frequent.

Mr. Daniel told the authorities that he had found 23 packages of marijuana floating at sea and decided to bring them home. He called the president’s brother-in-law, Mr. Saint-Rémy, who called the United States Drug Enforcement Administration to pick up the load, the brother-in-law said.

A prosecutor, Jean Marie Salomon, doubted the story, suspecting that it was a ruse to cover up a drug deal that local residents had stumbled upon, and arrested Mr. Daniel on drug-trafficking charges. But the prosecutor was nervous, because he knew the hotelier had been active in the president’s campaign.

A Phone Call

The suspect was brought into custody and allowed to make a phone call. He called the minister of justice, the prosecutor’s boss, and handed over the telephone.

“He told me, ‘Commissioner, someone wants to talk to you,’” Mr. Salomon recalled in an interview. “He said, ‘The minister is on the phone.’”

Mr. Daniel was released the next day, and Mr. Salomon was suspended for abuse of power and later resigned. The prosecutor’s police bodyguard never showed up for work again, Mr. Salomon said. Mr. Salomon said he saw masked gunmen outside the courthouse just as investigators were calling him to discuss Mr. Daniel’s case.

Shortly after, Mr. Salomon said President Martelly went to Port Salut, about 140 miles west of the capital, and stayed at his friend’s hotel.

 “It was not only a provocation from the president, but also a coded message,” Mr. Salomon said. “That day, I understood there was a bounty on me, and my days were numbered.”

Mr. Salomon called the United Nations for help and fled the country, but has since returned.

The hotelier disappeared three months after his release from jail and is widely presumed to be dead.

“Since Martelly arrived in office, state institutions have become weaker than before,” said Pierre Esperance, director of the National Human Rights Defense Network. “We have no rule of law in Haiti.”

Human rights lawyers said the absence of a parliament had left the role of checks and balances to them. A Senate report accused the president of lying about whether he had interfered in a civil corruption case filed against the first lady, but impeachment efforts stalled because of the lack of a quorum in the legislature.

One human rights lawyer, Samuel Madistin, filed a complaint asking for an investigation into the sudden death of Judge Jean Serge Joseph in 2013, two days after telling Mr. Madistin that the president had attended an illegal meeting to pressure him to dismiss the case against the first lady.

A coroner’s report said that a medical examiner who conducted an autopsy in Quebec lacked the medical files in Haiti needed to be certain how Mr. Joseph had died, but that the death was the result of a cerebral hemorrhage.

“I’m not naïve. I know as long as those in office are in power there is no way this case will move forward,” Mr. Madistin said. “By doing this complaint, it’s like throwing a rock. Someday, the rock must fall somewhere.”

 Vingt-cinq (25) en arrière, Lafiteau, communément connu appelé Titanyen ou Petit Latanier, était une zone déserte, inoccupé, méprisé et non voulu par beaucoup de gens. Particulièrement  le clan de la bourgeoisie marchandes, revendeuses et sales, tels que les Mevs, les Acras, les Vorbes, et les Bigios et autres dont leurs objectifs premiers est d’accaparer le patrimoine du pays (les terres, les ressources  minières…) et d’exploiter les travailleurs haïtiens  n’en voulaient pas de Lafiteau/Titanyen. Situé à moins de 20 minutes de Port-au-Prince Lafiteau/Titanyen est une zone  aride et les habitants survivent de la culture du melon et du petit mil, de l’élevage de chèvres et des activités de la Minoterie d’Haïti et de la Cimenterie d’Haïti.   

Les membres du clan de la bourgeoisie marchandes, revendeuses et sales après avoir fait fortune dans la vente des matières premières (café, cacao, sisal etc.)  sur le  marché international en accaparant les terres des paysans en collusion avec les Tonton Macoute et l’Armée d’Haïti, ils ont transité dans les finances et la sous-traitance après jeté d’un milliers de paysans dans la misère et la pauvreté. Plus grand actionnaires dans les activités des deux plus grandes banques haïtiennes, la Unibank S.A. et Sogebank S.A, les activités de ses banques ne réduisent  qu’à des près aux membres du clan pour l’achat et la vente des produits de premières nécessités en République Dominicaine et aux Etats-Unis. Moins de 4% des activités de ses banques aillent dans l’immobilier et la production nationale. Et les activités des membres du clan dans la sous-traitance ne réduisent qu’à la couture des pièces détachées.

 

A la montée du gouvernement de Sweet Micky, en collusion le Premier Ministre Laurent Lamothe, affairiste et mafia, Ben Bigio a accaparé illégalement plus de 400 hectares de terres appartenant à des particuliers, des gens par leur esprit d’initiatives, par leur volonté de changer l’environnement haïtien ont été attiré par la zone et ont investi leur énergie, leurs ressources  à  Lafiteau/Titanyen depuis plus de 25 années. Lafiteau/Titanyen des années 1980 n’est pas celles de 2015. Pour la première fois la justice a triomphé. Oui il des juges intègres et conscients que cette bourgeoisie rétrograde et mafieuse reste un handicap au développement socio-économique du pays.  

La bataille politique maintenant doit-être menée pour l’émergence d’une nouvelle bourgeoisie entrepreneuse et attachée à la production nationale.

Ex-Promoter in Haiti Charged in Kidnapping Ring

PORT-AU-PRINCE, Haiti — A former music promoter with ties to the Haitian president, Michel Martelly, was indicted this week, accused of running a kidnapping ring said to be responsible in the killing of a police inspector and the abductions of 17 people.

But the surrogate prosecutor overseeing the case disagreed with the investigation’s findings and recommended dropping the charges, according to a charging document made public Wednesday.

Human rights activists in Haiti said the mixed message in the indictment of the promoter, Woodley Ethéart, underscored how prosecutors often represent the interests of the administration that appointed them — a particularly strong trend since Mr. Martelly took office in 2011.

He has been running the country without a Parliament, and several people in his circle have arrest records.

 

Mr. Ethéart was accused of leading the Galil Gang, which is accused of abducting businessmen for ransom. In a six-year period, the gang abducted 17 people, an investigating judge wrote.

The judge issued a 30-page report that said Mr. Ethéart had made several calls to the kidnappers. He also owns six cars and has seven bank accounts, despite a Ministry of Interior salary of just under $1,500 a month.

“The quickness of the transactions shows the acquisition of such property is of illicit origin,” the judge, Sonel Jean François, wrote. “Investments and movements of funds are only steps to disguise the nature and the origin.”

Mr. Ethéart is good friends with Charles Saint-Rémy, the president’s brother-in-law, who acknowledged calling senior government officials after Mr. Ethéart’s arrest last year, urging that he be released from custody. The president often dines at a French restaurant operated by Mr. Ethéart’s family.

In an interview last week, Mr. Saint-Rémy said a politically ambitious former prime minister, Laurent Lamothe, had set Mr. Ethéart up. He added that the case had dragged on for far longer than the law permitted, which proved that the administration did not control the case.

Mr. Ethéart has denied all the charges, and at least one person agreed with him: the prosecutor.

In Haiti, judges conduct investigations and recommend charges for trial. A prosecutor can appeal an investigative judge’s indictment.

The prosecutor, Jean Roby Dimanche, argued that most of the other defendants in the case never mentioned Mr. Ethéart’s involvement, and no evidence linked him to the crimes. Only one suspected gang member, he added, implicated Mr. Ethéart. Mr. Dimanche recommended that Mr. Ethéart be released.

A prominent human rights activist, Pierre Esperance, said prosecutors were controlled by the government because they were appointed by the administration.

“It is very unfortunate because the government commissioner has the role to protect the society against acts of banditry; he’s the defender of society,” Mr. Esperance said. “While he’s acting like this, it shows you how the power is complicit with the Galil Gang. As this case is a very good one and those people are being charged, I do not see how they’re going to release them unless they do a shady deal.”

One of Mr. Ethéart’s lawyers, Claudy Gassant, declined to comment.

Aussi le Commissaire du gouvernement, Jean Roby Dimanche, donne par le Président Michel Martelly, écarte l’implication dans les 17 cas de kidnapping durant les 6 années de fonctionnement du Gang Galil.

 

Ex-Promoter in Haiti Charged in Kidnapping Ring

PORT-AU-PRINCE, Haiti — A former music promoter with ties to the Haitian president, Michel Martelly, was indicted this week, accused of running a kidnapping ring said to be responsible in the killing of a police inspector and the abductions of 17 people.

But the surrogate prosecutor overseeing the case disagreed with the investigation’s findings and recommended dropping the charges, according to a charging document made public Wednesday.

Human rights activists in Haiti said the mixed message in the indictment of the promoter, Woodley Ethéart, underscored how prosecutors often represent the interests of the administration that appointed them — a particularly strong trend since Mr. Martelly took office in 2011.

He has been running the country without a Parliament, and several people in his circle have arrest records.

 

Mr. Ethéart was accused of leading the Galil Gang, which is accused of abducting businessmen for ransom. In a six-year period, the gang abducted 17 people, an investigating judge wrote.

The judge issued a 30-page report that said Mr. Ethéart had made several calls to the kidnappers. He also owns six cars and has seven bank accounts, despite a Ministry of Interior salary of just under $1,500 a month.

“The quickness of the transactions shows the acquisition of such property is of illicit origin,” the judge, Sonel Jean François, wrote. “Investments and movements of funds are only steps to disguise the nature and the origin.”

Mr. Ethéart is good friends with Charles Saint-Rémy, the president’s brother-in-law, who acknowledged calling senior government officials after Mr. Ethéart’s arrest last year, urging that he be released from custody. The president often dines at a French restaurant operated by Mr. Ethéart’s family.

In an interview last week, Mr. Saint-Rémy said a politically ambitious former prime minister, Laurent Lamothe, had set Mr. Ethéart up. He added that the case had dragged on for far longer than the law permitted, which proved that the administration did not control the case.

Mr. Ethéart has denied all the charges, and at least one person agreed with him: the prosecutor.

In Haiti, judges conduct investigations and recommend charges for trial. A prosecutor can appeal an investigative judge’s indictment.

The prosecutor, Jean Roby Dimanche, argued that most of the other defendants in the case never mentioned Mr. Ethéart’s involvement, and no evidence linked him to the crimes. Only one suspected gang member, he added, implicated Mr. Ethéart. Mr. Dimanche recommended that Mr. Ethéart be released.

A prominent human rights activist, Pierre Esperance, said prosecutors were controlled by the government because they were appointed by the administration.

“It is very unfortunate because the government commissioner has the role to protect the society against acts of banditry; he’s the defender of society,” Mr. Esperance said. “While he’s acting like this, it shows you how the power is complicit with the Galil Gang. As this case is a very good one and those people are being charged, I do not see how they’re going to release them unless they do a shady deal.”

One of Mr. Ethéart’s lawyers, Claudy Gassant, declined to comment.

Le président haïtien englouti dans les scandales de son cercle d’amis

En un claquement de doigts, Michel Martelly a résumé les premières mesures qu'il prendrait si jamais il quittait le monde de la musique pour devenir le président d'Haïti. « La première chose, après avoir établi mon pouvoir, ce qui serait très fort et nécessaire, je finirais avec cette affaire de Parlement», a déclaré Martelly en 1997, quand il était encore un chanteur très populaire. Ses mots se sont révélés prophétiques. Une crise politique d’environ quatre ans depuis la présidence de Martelly a donné vie à la fantaisie qu’il avait décrite une fois: Il est maintenant en train de diriger le pays sans les freins et contrepoids d'un Parlement. Alors que Michel Martelly et ses adversaires au Parlement ne pouvaient s’entendre sur les élections, la plupart des mandats législatifs ont expiré, et ces sièges sont restés vides. Seulement 11 élus sont actuellement en poste pour l'ensemble du pays, et le président est l'un d'entre eux. Pendant deux mois, Michel Martelly a gouverné Haïti par décret, a concentré le pouvoir dans les mains d'un homme qui, selon ses détracteurs, est un prisonnier de son passé, entouré par un réseau d'amis et de collaborateurs qui ont été arrêtés pour des accusations de viol, d’assassinat, de trafic de drogue et d’enlèvements. À mesure que Martelly renforce son emprise sur le pouvoir, les scandales impliquant ses proches ont continué à augmenter, soulevant des questions sur la capacité du président à diriger. Les autorités tentent de déterminer si Woodley Éthéart, qui dit avoir travaillé au ministère de l'Intérieur, est en train de blanchir l'argent de la rançon à travers un contrat de restauration lucrative au palais présidentiel, a déclaré un enquêteur familier de l'affaire. « Ils étaient là, dans le palais, portant des armes automatiques », a déclaré un fonctionnaire ayant requis l'anonymat pour des raisons de sécurité. L'influence de l'administration Martelly a été critiquée plus pour son effet sur le pouvoir judiciaire, où les affaires criminelles de certaines personnes proches du président sont au point mort ou disparues. Les commissaires de gouvernement qui s’opposaient à l'ingérence de l'administration ont été licenciés ou ont fui, et un juge qui enquêtait sur une affaire de corruption civile dans laquelle la première dame serait impliquée est mort deux jours plus tard. «Je suis très préoccupé par ce réseau interconnecté de personnages infâmes», a déclaré Robert Maguire, un érudit haïtien à l'Université George Washington. « Martelly les a habilités à faire ce qu'ils font. Il a créé un environnement de corruption, d’abus de pouvoir et d'impunité. » Le bureau du président n'a pas répondu à plusieurs demandes d'interview depuis janvier. Le porte-parole présidentiel, Lucien Jura, n'a pas répondu aux demandes répétées de réagir. Les alliés de Michel Martelly l’ont défendu, en disant que le président ne saurait être blâmé pour les actions de ses amis. Plusieurs prétendent que sa fidélité est sa faiblesse, et qu'il va se tenir à côté de ses vieux amis peu importe la situation compromettante dans laquelle ils se trouvent. Le président, déclarent ses collaborateurs, veut le meilleur pour Haïti, mais il est facilement influencé par des parents connus pour leurs liens avec le trafic de drogue et les amis qui abusent de leur proximité avec le pouvoir. L'un de ces parents, le beau-frère du président, Charles Saint-Rémy, a déclaré que le président et sa famille avaient été victimes d'une campagne politiquement motivée à les discréditer. « Nous avons eu la stabilité pendant quatre ans», a déclaré Daniel Edwin Zenny, un sénateur allié du président. « Nous avions l'habitude d'avoir 10 000 à 20 000 personnes protestant dans les rues chaque jour. Maintenant, nous avons 1 500 à 4 000, et tandis qu'ils protestent, le pays va de l'avant. La situation n’est pas encore alarmante. » Michel Martelly a été élu en 2011, après avoir été placé en pôle position malgré le fait qu’il était troisième dans une élection contestée. Les organisations internationales, avec l'aide de Washington, ont aidé Martelly en documentant la fraude électorale généralisée de ses adversaires. Le rôle de Washington dans l'élection et la relation chaleureuse de l'ambassadeur américain avec lui a depuis nui à la crédibilité de Martelly dans son pays, où le président est considéré comme un membre de l'élite conservatrice, déconnecté de la majorité pauvre. Pourtant, il est crédité d’avoir relogé la grande majorité des résidents qui ont perdu leurs maisons lors du tremblement de terre dévastateur de 2010 et qui vivaient sous des tentes. Les panneaux solaires éclairent des rues qui étaient autrefois sombres, et les bâtiments des ministères ainsi que des hôtels sont en cours de construction. Une loi de lutte contre la corruption a été adoptée, et le président a trouvé des façons créatives d’inscrire plus d'enfants à l'école primaire. Les décombres qui encombraient les rues après le tremblement de terre ont disparu, et également la plupart des tentes dans lesquelles 1,5 million d'Haïtiens vivaient, dans des parcs, et dans d'autres coins à ciel ouvert. Haïti a maintenant une des économies les plus dynamiques dans les Caraïbes, en grande partie grâce à des projets d'infrastructure financés par l'argent économisé par Haïti qui achète du pétrole à des conditions préférentielles en provenance du Venezuela. Mais même avec cette croissance, et les milliards de l'aide internationale, 24% des Haïtiens vivent encore dans l'extrême pauvreté, selon la Banque mondiale. « La [re]construction concerne certaines personnes - les gens riches. Ils ont construit de nouvelles banques, ils ont construit des hôtels et des bâtiments gouvernementaux », a déclaré Jean-François, 52 ans, père de six enfants qui a vécu dans une tente sur une colline depuis cinq ans. « Les responsables gouvernementaux, dans leur voiture, passent par cette colline tous les jours, mais ils ne nous voient pas. » Maintenant que M. Martelly peut organiser des élections sans consulter ses adversaires au Parlement, il sera bientôt temps de voter à nouveau. Un mouvement pour évincer le président semble s’essouffler. Une grève générale organisée par les partis de l'opposition ces derniers jours a échoué. «Beaucoup de progrès sont un écran de fumée», a déclaré Nicole Phillips, un avocat de l'Institut pour la Justice et la Démocratie en Haïti, faisant valoir que l'administration de Martelly tout en améliorant les infrastructures et construisant les hôtels a aussi réprimé les militants de droits de l'homme et a manipulé le système judiciaire au profit des collaborateurs du président. « Ils ont fait un pas en avant, mais surtout deux pas en arrière. » Dernier Premier ministre de Michel Martelly, Laurent Lamothe a été félicité par beaucoup pour la répression des enlèvements et la criminalité organisée. Mais M. Lamothe a été éjecté en décembre quand la crise politique entre l'administration et les partis d'opposition a atteint son apogée. Parmi ceux qui ont protesté dans les rues pour réclamer la destitution de Lamothe était Charles Saint-Rémy, le frère de la première dame, qui admet qu'il a vendu de la drogue dans sa jeunesse, mais fonctionne comme un conseiller officieux du président aujourd'hui. Saint-Rémy était furieux de l'arrestation d’Éthéart, qui exploite un chic restaurant français connu pour être l'un des lieux favoris du président, mais qui a également été identifié par la Police nationale d’Haïti comme étant le leader de Galil, un gang de kidnappeurs. Saint-Rémy a commencé à appeler les hauts fonctionnaires du gouvernement pour qu’ils plaident pour la libération de son ami, révèle trois personnes proches de l'administration.

Vous trouverez des démons. » Saint-Rémy a admis « avoir eu des discussions » avec de hauts responsables sur le dossier, car il reste fermement convaincu que son ami est innocent et a été mis à l’ombre par l'ancien Premier ministre politiquement ambitieux, Laurent Lamothe, dans un effort pour discréditer le président. « Laurent a été très politique parce qu'il a toujours voulu être le seul joueur debout », a dit Saint-Rémy. Laurent Lamothe n'a pas répondu aux demandes répétées pour une entrevue. Woodly Éthéart a été arrêté l'année dernière dans le cadre de l'enlèvement d'un homme d'affaires par des hommes armés en uniforme de police qui demandaient une rançon de 1,2 million de dollars. Des enregistrements téléphoniques ont montré qu’Éthéart était en contact avec les ravisseurs et, comme les preneurs d'otages, il avait éteint son téléphone portable au moment précis de l'enlèvement, selon un rapport d'enquête de la police. Une plaque d’immatriculation du ministère de l'Intérieur a été constatée sur un véhicule à la maison de Woodly Éthéart laquelle avait été signalée dans des enlèvements précédents, a déclaré un enquêteur. La police lie le cas à 15 autres enlèvements impliquant 17 otages et un assassinat, rapporte la police. Mais des irrégularités dans l'enquête ont rapidement émergé. Selon des responsables gouvernementaux, des assignations à interviewer plusieurs témoins sont dans l'impasse depuis des mois. Lorsque le juge d'instruction a ordonné l'arrestation de l'épouse d’Éthéart et a fermé le restaurant français cher appartenant au couple, un autre juge l'avait libéré et a procédé à la levée de scellés sur les portes du restaurant. Woodly Éthéart a nié les actes répréhensibles, affirmant que son arrestation était le résultat de ses «connaissances présidentielles ». «Je suis comme un grand Kleenex », a-t-il dit dans une interview à la radio l'an dernier. « Ils m’ont utilisé et m’ont jeté. » Deux responsables de l'application de la loi en Haïti ont dit qu’Éthéart avait été arrêté à la fin des années 1990 avec un homme nu dans sa malle, ce qui a mené les agents à une scène de meurtre à proximité. Woodly Éthéart a nié ces affirmations lors de l'entrevue de la radio, mais a reconnu que dans un autre temps, il a été trouvé avec $ 178 000 en espèces – produit, a-t-il dit, d'un festival de musique à Miami. Son avocat, Claudy Gassant, a déclaré que la preuve de la poursuite était fragile. « Personne n’est intervenu au niveau du palais ni n'a demandé à la justice de le libérer. « Personne », a martelé Me Gassant. « Pour moi, sa relation avec le président n'a pas d'importance. » Évans Paul, qui a été nommé Premier ministre après l'éviction de Laurent Lamothe, a déclaré que le fait qu’Éthéart soit en prison et en attente de jugement prouve que le pays a un pouvoir judiciaire indépendant. « Nous ne pouvons pas empêcher quelqu'un de choisir ses amis, et ne pouvons pas le tenir responsable des actions de son ami », a déclaré Évans Paul à propos du président. « Seulement si vous pouvez montrer qu’il y a complicité. » Le Réseau national de défense des droits humains, une des principales organisations des droits de l'homme en Haïti, a fait valoir que le président et son cabinet ont été complices dans la protection des trafiquants de drogue dans d'autres cas. Le président a été largement critiqué pour le traitement d'une affaire en 2013 concernant le trafic de drogue impliquant Évinx Daniel, un hôtelier de premier plan et défenseur de la campagne de Martelly qui possède le Dan’s Creek, un hôtel en bord de mer que le président a l’habitude de fréquenter. Daniel a déclaré aux autorités qu'il avait trouvé 23 paquets de marijuana dérivant en mer et a décidé de les leur rapporter. Il a appelé le beau-frère du président, Charles Saint-Rémy, qui a ensuite appelé la DEA (Drug Enforcement Administration) aux États-Unis pour s’occuper de l’affaire, a déclaré le beau-frère du président. Le commissaire du gouvernement, Jean-Marie Salomon, doutait de l'histoire, soupçonnant que c’était une ruse pour camoufler une transaction de drogue que les résidents locaux avaient découverte et a arrêté Évinx Daniel pour des accusations de trafic de drogue. Mais le commissaire était nerveux, parce qu'il savait que l'hôtelier avait été actif dans la campagne du président. Le suspect a été mis en garde à vue et a eu droit à un appel téléphonique. Il a appelé le ministre de la Justice, le patron du commissaire du gouvernement, et lui a remis le téléphone. « Il m'a dit : Commissaire, quelqu'un veut vous parler», se souvient Me Salomon dans une interview. « Il a dit : le ministre est au téléphone. » M. Daniel a été libéré le lendemain, et Me Salomon a été suspendu pour abus de pouvoir et a démissionné plus tard. Le policier, garde du corps du commissaire, ne s’est pas présenté à son travail, a déclaré Me Salomon qui dit avoir vu des hommes masqués devant le palais de justice tout comme les enquêteurs l'appelaient pour discuter du cas de Daniel. Peu de temps après, Me Salomon a déclaré que le président Martelly est allé à Port-Salut, à environ 140 kilomètres à l'ouest de la capitale, et est resté à l'hôtel de son ami. « Ce n’était pas seulement une provocation du président, mais aussi un message codé », a déclaré Me Salomon. « Ce jour-là, j’ai compris que ma tête avait été mise à prix, et que mes jours étaient comptés. » Me Salomon a appelé l'Organisation des Nations unies en aide et a fui le pays, mais depuis y est retourné. L'hôtelier a disparu trois mois après sa sortie de prison et est largement présumé mort. « Depuis que Martelly est arrivé au pouvoir, les institutions étatiques sont devenues plus faibles qu'auparavant », a déclaré Pierre Espérance, directeur du Réseau National de défense des droits humains (RNDDH). « Nous n’avons aucune règle de droit en Haïti. » Les avocats des droits de l'homme ont déploré l'absence d'un Parlement. Un rapport du Sénat a accusé le président d'avoir menti lors d’une intervention dans une affaire de corruption civile déposée contre la première dame, mais les efforts de mise en accusation sont restés au point mort en raison de l'absence de quorum à l'Assemblée législative. Un avocat des droits de l'homme, Samuel Madistin, a déposé une plainte demandant une enquête sur la mort soudaine du juge Jean Serge Joseph en 2013, deux jours après avoir dit à Me Madistin que le président avait assisté à une réunion illégale pour faire pression sur lui pour qu’il rejette l'affaire contre la première dame. « Je ne suis pas naïf. Je sais qu’aussi longtemps que ces gens sont au pouvoir, il n’existe aucun moyen pour ce cas d’aller de l'avant », a déclaré Me Madistin. « Faire cette plainte, c’est comme jeter une pierre. Haïti-Littérature : « Des fleurs pour les héros » et pour Anthony Phelps

P-au-P., 21 mars 2015 [AlterPresse] --- En présence de l’auteur Anthony Phelps, son roman « Des fleurs pour les héros » a été présenté le 19 mars, lors d’une table ronde au Centre de Recherche et de Formation Economique et Sociale pour le Développement (CRESFED), à un public select.

Face à des amants de la culture de divers horizons, les écrivains Ketly Mars, Emmelie Prophète et Claude Pierre ont fait part de leur lecture de ce roman, dans un exercice animé par le poète Syto Cavé, sous les auspices du professeur Suzy Castor, directrice du Cresfed.

Le roman de Phelps, paru en 2013, est une réédition de son livre publié pour la première fois en 1973 sous le titre « Moins l’infini ». Le roman, écrit en pleine période de dictature, tourne autour de la littérature et de la lutte politique durant une partie du règne tyrannique de Duvalier, particulièrement les années 60.

Accueilli avec enthousiasme par les trois écrivains qui ont eu à s’exprimer sur le roman, « Des fleurs pour les héros » est comme un « exorcisme » pour Phelps, qui, confie-t-il, a voulu « prendre la mémoire et la mettre sur la table ».

Pour Kettly Mars, « Des fleurs pour les héros » est un roman à dimension universelle. « Point de grande figure de style pour dire l’horreur », note-t-elle.

Questionnant le sentiment d’ « espoir » qu’apporte à l’époque de sa première parution le roman de Phelps, Mars estime, en substance, que les décennies qui ont suivi la chute de la dictature montrent bien qu’on peut « mourir d’espoir ».

Mais, « le rôle du poète est de rappeler qu’aucune nuit n’est infinie », relève Émelie Prophète, qui juge le livre « déroutant », brisant les limites entre le rêve et la réalité.

« Dans ce roman, tout n’est que mirage », insiste Claude Pierre, tout en mettant l’accent sur l’excellente qualité de l’écriture d’Anthony Phelps.

Le texte, qui fait revire « des héros ayant su lutter avec leur seule plume contre la dictature », « và au-delà de l’idéologie », relève Claude Pierre.

Poète, romancier et conteur, Phelps, 87 ans, a été emprisonné en Haïti sous le régime dictatorial de François Duvalier (1957-1971). Il est, par la suite, parti en exil pour le Canada, où il s’est installé.

Son œuvre a été couronné de nombreux prix, dont le plus récent, le prix international de poésie « Gatien Lapointe – Jaime Sabine », lui a été décerné à la fin de l’année 2014 au Mexique. [gp apr 21/03/2015 18 :00]

L’expert indépendant de l’ONU sur la situation des droits humains en Haïti, Gustavo Gallón, a présenté au conseil des droits humains de l’Organisation des Nations Unies(Onu), à Genève, le 24 mars 2015, son rapport sur la situation dans le pays.

Cet exercice a été réalisé dans le cadre de la 28e session du Conseil qui se tient du 2 au 27 mars 2015 avec la participation de 47 Etats.

Dans ce rapport, l’expert invite « les autorités nationales et la coopération internationale à concentrer l’attention sur 5 situations remarquablement graves », selon ce qu’il a indiqué à la Radio France internationale (Rfi).

Ces situations qui « devraient être priorisées pour prendre des mesures urgentes », selon le péruvien Gallón, sont l’analphabétisme, la détention préventive prolongée, l’absence d’élections, la réparation des violations des droits humains du passé et les conditions de vie des déplacés internes.

L’expert propose des « traitements d’urgence ».

« Ces situations doivent être éradiquées avec détermination dans un délai raisonnable car elles constituent un degré inacceptable de violation des droits humains et elles jouent un rôle négatif pour la jouissance d’autres droits humains », déclare l’expert indépendant.

Désigné en juin 2013, Gallón a été récemment en Haïti, du 22 février au 3 mars 2015.

Ce deuxième rapport de l’expert, consulté par AlterPresse, « réaffirme les conclusions » de sa précédente évaluation marquée par une « perception et une conviction que la situation des droits humains en Haïti est extrêmement grave mais surmontable ».

Pour surmonter « ces goulots d’étranglement », l’expert Gallón estime que « cinq conditions fondamentales » doivent être remplies.

Ce sont « une forte volonté politique du gouvernement et de la communauté internationale, une participation active de la société civile, un consensus sur les problèmes à résoudre en priorité, une concentration et une coordination des efforts dans la même direction, et une solide persévérance de ces efforts pour atteindre les buts définis ».

Des chiffres qui parlent

Selon le rapport sur le développement humain 2014 « pérenniser le progrès humain : réduire les vulnérabilités et renforcer la résilience » du programme des Nations Unies pour le développement (Pnud), Haïti compterait 5 millions 294 mille analphabètes sur les 10 millions 320 mille habitants.

Selon les autorités haïtiennes, la population analphabète ne serait que d’environ 3 millions et demi et la campagne en cours alphabétiserait 450 000 personnes sur deux ans.

A en croire les données fournies par l’unité de correction de la Mission des Nations Unies pour la Stabilisation en Haïti (Minustah), « au 31 octobre 2014, 72% de la population carcérale était en attente de procès, de même que 79% des mineurs et 81% des femmes ».

Sur 10 mille 508 détenus, 7 mille 578 étaient en détention préventive prolongée.

Depuis le 2 mars 2015, le ministre de la justice et de la sécurité publique, Pierre Richard Casimir a lancé une opération dénommée « Coup de poing » contre la détention préventive prolongée.

Sur 4 452 détenus de la prison civile de Port-au-Prince, uniquement 485 d’entre eux ont déjà été jugés.

Par ailleurs, depuis plus de trois années l’administration politique dirigée par le président Michel Joseph Martelly n’a toujours pas organisé des élections.

Pour le moment, la machine électorale semble être mise en branle pour des joutes concernant 20 sénateurs, 119 députés et des centaines de membres des collectivités territoriales.

Des partis et regroupements politiques sont déjà inscrits et attendent la publication de la liste définitive des structures agréées par le conseil électoral provisoire.

Même si le dictateur Jean Claude Duvalier est mort, le procès de son régime pour crimes contre l’humanité doit continuer selon des organisations militant contre l’impunité.

L’expert Gallón évoque un respect du « droit à la mémoire » dans son rapport.

Pour ce qui est des déplacés du séisme de 2010, selon les chiffres fournis par le gouvernement haïtien au Comité des droits humains « en octobre 2014, il y aurait 85 400 déplacés encore sous les tentes.

De plus, dans toutes les mesures à prendre l’expert exige qu’une « attention particulière et différenciée [soit] accordée aux droits des femmes dans tous les domaines ».

MORNE BOSSA, Haiti — Drive down the rutted dirt road a couple of miles to the guardhouse, then hike 15 minutes up to the overgrown hilltop, and there it is: a piece of 3 ¹/₂ -inch-wide PVC pipe sticking out of the ground.

This is what, at least for the time being, a gold mine looks like.

It also has become a potentially problematic issue for Hillary Rodham Clinton as she considers a second presidential run, after it was revealed this month that in 2013, one of her brothers was added to the advisory board of the company that owns the mine.

Tony Rodham’s involvement with the mine, which has become a source of controversy in Haiti because of concern about potential environmental damage and the belief that the project will primarily benefit foreign investors, was first revealed in publicity about an upcoming book on the Clintons by author Peter Schweizer.

In interviews with The Washington Post, both Rodham and the chief executive of Delaware-based VCS Mining said they were introduced at a meeting of the Clinton Global Initiative — an offshoot of the Clinton Foundation that critics have long alleged invites a blurring of its charitable mission with the business interests of Bill and Hillary Clinton and their corporate donors.

Asked whether he attends CGI meetings to explore personal business opportunities, Rodham responded, “No, I go to see old friends. But you never know what can happen.”

All sides deny that the Clintons had any role in Rodham’s appointment to the VCS advisory board.

Rodham said he has not been involved in any other deals through connections made at CGI. He said that he has never spoken to his sister or her husband about the Haiti project and that he does not think VCS chief executive and president Angelo Viard, a Democratic donor, approached him because of his family ties. Rodham declined to say who introduced him to Viard; Viard said he could not ­remember.

“I’m a very accomplished person in my own right,” Rodham said. He said his work with the company is to try to find investors, which he said has been challenging because of a lack of interest in Haiti.

“I raise money for a lot of people,” he said. “That’s what I basically do.”

Rodham, a former repo man, prison guard and private detective, has long been a source of controversy for the Clintons. Among other things, he and his brother, Hugh, caused consternation in the Clinton White House in 1999 for trying to operate a hazelnut-processing business in the Republic of Georgia with political opponents of the Georgian president, who was a U.S. ally at the time.

New reporting by the Washington Post finds a gold mine in Haiti. Or, at least, confirms previous reporting from Breitbart News about a gold mining contract in that troubled country.

In an expose about the controversial Bill, Hillary & Chelsea Clinton Foundation, the newspaper’s Kevin Sullivan and Rosalind S. Helderman write that:

Controversy surrounding the Clintons only deepened with the recent revelation, contained in an upcoming book by Peter Schweizer, that Tony Rodham — Hillary Clinton’s younger brother — serves on the advisory board of a U.S.-based company that in 2012 won one of Haiti’s first two gold-mining permits in 50 years. After objection from the Haitian senate, the permits have been placed on hold.

“Neither Bill Clinton nor the brother of Hillary Clinton are individuals who share the interests of the Haitian people,” said Samuel Nesner, an anti-mining activist who thinks mining poses great environmental risks and will mainly benefit foreign investors. “They are part of the elite class who are operating to exploit the Haitian people.”

Clinton Foundation officials said Bill Clinton had been unaware of Rodham’s involvement in the mine project. A spokesman for Hillary Clinton said she does not know the chief executive of the mine.

If the former president is unaware of his brother-in-law’s activities in Haiti, that only proves he doesn’t read Breitbart News.

Earlier this month, we reported that, “Hillary Rodham Clinton’s brother, Tony Rodham, sat on the board of a self-described mining company that in 2012 received one of only two ‘gold exploitation permits’ from the Haitian government—the first issued in over 50 years.”

La nouvelle batterie de Tesla peut-elle transformer « l'infrastructure énergétique » ?

Pour Elon Musk, son fondateur et patron, Tesla n'a jamais été qu'un simple constructeur de voitures électriques. Mais une société technologique dont la vocation est d'innover dans le domaine de l'énergie. Jeudi 30 avril, l'entrepreneur d'origine sud-africaine a fait un nouveau pas dans cette direction, avec la présentation Tesla Energy, une gamme de batteries dites stationnaires, destinées aux habitations, aux entreprises et aux producteurs d'énergie.

« Le monde est principalement alimenté par les énergies fossiles. Nous devons faire quelque chose. Notre but est de transformer totalement l'infrastructure énergétique mondiale pour la rendre totalement durable et sans produire d'émissions de carbone », a-t-il lancé au cours d'une conférence de presse organisée au siège de l'entreprise à Hawthorne, dans la banlieue de Los Angeles. M. Musk ne veut pas seulement accélérer la transition énergétique. Il rêve d'une planète où toute l'énergie consommée proviendrait de ressources renouvelables. « Je crois que cela est à la portée de l'humanité », prophétise-t-il.

La solution : le soleil, « qui se lève tous les matins et fournit une quantité incroyable d'énergie », poursuit M. Musk. Mais l'énergie produite par les panneaux solaires doit être stockée afin d'alimenter maisons et usines lorsque le soleil ne brille pas.

« Les batteries existantes sont chères, moches et peu fiables. Et elles fonctionnent sous différents systèmes qui ne sont pas compatibles. Il n'est aujourd'hui pas possible d'acheter une batterie qui fonctionne facilement ».

Des batteries qui pourront être combinées « à l'infini »

Tesla Energy entend remédier à ce problème avec deux modèles. Pour les logements et les petites entreprises, la société va commercialiser la PowerWall. Ses dimensions sont modestes: 1m30 de haut, 86 cm de large et 18 cm de profondeur. Et son apparence particulièrement soignée. Plusieurs couleurs seront même disponibles. Elle s'accrochera à un mur, à l'intérieur ou à l'extérieur. Deux versions seront vendus cet été aux Etats-Unis, d'un capacité respective de 7 kWh et de 10 kWh.

Si cette annonce était attendue, la principale surprise est venu du prix: 3 000 et 3 500 dollars, hors frais d'installation. Avant la présentation, Cosmin Laslau, analyste chez Lux Research, espérait une fourchette allant de 6 000 à 8 000 dollars. Les prévisions dépassaient souvent les 10 000 dollars.

De plus, cette facture pourrait être adoucie si les différentes administrations américaines accordent des déductions fiscales, comme elles le font déjà pour l'installation de panneaux électriques.

Pour les grandes entreprises et les producteurs d'énergie, Tesla Energy proposera la PowerPack, d'une capacité de 100 kWh. Ces batteries pourront être combinées « à l'infini », promet M. Musk. La société va mener des programmes pilotes au cours des prochains mois, alimentant par exemple un data center d'Amazon et plusieurs supermarchés Target. Une centrale électrique détenue par une filiale d'Edison International testera également ces batteries.

Les batteries de Tesla pourront être reliées à des panneaux solaires, mais aussi branchées sur le secteur. Dans ce cas de figure, elles permettront de réduire la facture d'électricité : rechargées pendant les heures creuses, elles alimenteront habitations, usines et bureaux aux heures pleines. « Il faudra cependant plusieurs années pour rentrer dans ses frais », prévient M. Laslau. Autre cas d'utilisation: un générateur de secours en cas de coupure de courant.

La Californie, possible premier marché

Tesla n'est pas la première société à se lancer sur ce marché, où General Electric, Samsung ou encore LG sont déjà présents. Mais elle dispose d'importants avantages sur la concurrence. Outre son image de marque et son pouvoir marketing, elle bénéficiera certainement de ses liens étroits avec SolarCity, dont M. Musk est président du conseil d'administration.

L'entreprise californienne installe environ un tiers des panneaux solaires résidentiels aux Etats-Unis. Les deux groupes ont déjà mené une phase de tests pour équiper quelques centaines de maisons en batteries.

Tesla Energy pourra également s'appuyer sur la technologie propulsant ses voitures électriques. Cela lui permettra de bénéficier d'importantes économies d'échelles pour abaisser les coûts de fabrication. Cet atout sera encore plus grand après l'ouverture de sa prochaine usine, baptisée « gigafactory ». Ce gigantesque site, implanté dans le Nevada, produira un nombre record de batteries lithium-ion.

M. Laslau estime que les coûts de fabrication par kWh passeront de 266 dollars à 172 dollars au cours des dix prochaines années. A court terme, la majorité des ventes pourraient être réalisées en Californie, où l'énergie solaire représente déjà 5 % de la production globale. L'Etat le plus peuplé des Etats-Unis veut porter cette part à 33 % d'ici à 2020. Il va également contraindre les électriciens à s'équiper d'importantes capacités de stockage.

A plus long terme, les opportunités seront nombreuses pour Tesla. Les analystes de Deutsche Bank estiment que la société pourrait générer jusqu'à 4,5 milliards de dollars par an sur ce marché. C'est davantage que le chiffre d'affaires réalisé l'an dernier.

BHD : les révélations de Randolph Voyard

L'ancien président du conseil d'administration de la Banque Haïtienne de Développement (BHD), M. Randolph Voyard, a, au cours d'une rencontre avec la presse, présenté sa lecture de la situation de la BHD

Dans la présentation de sa version des faits, Randolph Voyard a apporté des précisions sur sa gestion à la BHD et les différentes contradictions l'opposant avec le reste du conseil d'administration de cette institution financière qui ont conduit à sa démission le 16 juillet 2001. Il a également présenté une chronologie de la gestion de cette banque au 5 mai 2002. 

Selon M. Voyard, les causes de la faillite de la BHD sont inhérentes à trois groupes de dirigeants de cette institution qui monopolisent son portefeuille de crédit : Bazelais Jean-Baptiste, Pierre Richard Desmornes (TELEMAX) et Gary Coquillot-Henock Louis. 

Dans les documents présentés à la presse, on note que M. Bazelais Jean-Baptiste est le directeur d'une coopérative à Hinche, KOPERAN.Après la démission de Randolph Voyard de la tête du conseil d'administration de la BHD, il s’est fait élire président de ce conseil. Sa responsabilité se caractérise par le fait que cette coopérative, responsable de la collecte des dépôts des clients de la BHD dans cette localité, a une créance de 2'190’254 gourdes de fonds recueillis, mais qui n'ont pas été transférés au compte de la BHD comme prévu dans leur entente. De plus, M. Bazelais Jean-Baptiste a obtenu en février 2001, du directeur général de la BHD, Henock Louis, un prêt de 45’000 dollars américains, en dépit de l’opposition de M. Voyard. 

Pierre Richard Desmornes, vice-président du conseil de la BHD, a contracté une dette de 75’000 dollars américains au profit de TELEMAX en proposant un rapprochement des deux institutions. Elle visait la participation de cette chaîne de télévision au capital de cette banque. Rapprochement qui n'a jamais eu lieu en raison du mauvais comportement de M. Desmornes. 

Toujours selon ces documents, Gary Coquillot, directeur du comité de crédit de la coopérative CREDICOOP et ancien cadre de la BRH, a pour sa part une créance de près de 3.5 millions de gourdes pour le compte d'une société de placement nouvellement créée. 

La responsabilité de Henock Louis dans ces affaires résulte du fait qu'il était au moment de ces transactions directeur général de la Banque Haïtienne de Développement (BHD) et que ces prêts ont été accordés avec sa seule approbation. 

Avec les explications de M. Voyard et en se référant aux documents présentés, on a pu déduire que ces transactions ont été effectuées sans son approbation, voire sans qu'il n'ait été au courant. 

Randolph Voyard rejette la thèse selon laquelle la faillite de la BHD aurait résulté de sa stratégie avec les coopératives. Selon lui, la cause de cette fermeture provient de ces mauvais créanciers et gestionnaires de la BHD qui totalisent à eux seuls 20 % du portefeuille de crédit de la banque. 

L'ancien président de la BHD reconnaît qu'il y a eu réellement une mauvaise gestion des choses à la BHD, alimentée par le différend l'opposant au reste du conseil d'administration, jusqu'à sa démission le 16 juillet 2001 de la tête de cette institution. Cependant, il a critiqué l'attitude de certains fonctionnaires de la Banque de la République d'Haïti (BRH) dans ce dossier, surtout lors de la présence des agents de la CIMO le 25 février 2002, au moment de dessaisissement de cette institution financière. 

Lors de cette conférence de presse, M. Randolph Voyard a également dénoncé les fraudes électorales de certaines personnes élues à la tête de cette institution financière. Il a également pointé du doigt les injustices, les dérapages et les bavures dans le traitement du dossier de la BHD. 

Malgré tout, il reste convaincu que la BHD peut continuer à exister. En attendant de proposer un vrai plan de redressement de la BHD, il a présenté un dossier analytique des devoirs et des manquements de la BRH.

Haitians detained in US after arriving illegally by boat

FLORIDA, United States (CMC) – United States officials confirmed Monday that 19 Haitians who came ashore by boat on Sunday were brought there through a smuggling operation.

The spokesman for the US Border Patrol, Frank Miller, said six women and an infant girl were among those detained and all appeared to be in good health.

They were taken to a Border Patrol station in South Florida and would be turned over to US Immigration and Customs Enforcement (ICE) for possible deportation.

Miller said that the Border Patrol and the federal Department of Homeland Security have started a joint investigation into the operations through which immigrants are smuggled into the country by boat.

“We are trying to find where they (the Haitians) came from and who was responsible,” Miller said.

A sheriff’s helicopter had spotted the boat on the beach just north of the St Lucie Inlet, said sheriff’s spokeswoman Christine Christofek.

The Border Patrol took custody of the boat, a 26-foot Grady White cabin cruiser.

Two months ago another boat of refugees came ashore seven miles north at the St Lucie-Martin County line. On March 16 searchers found 13 refugees at the Jensen Public Beach or at the Courtyard Marriott Hotel in Jensen Beach. About 20 were suspected of coming ashore in a 24-foot fishing boat. They came from Haiti, the Dominican Republic and Guyana.

Federal official said six of them later were indicted in federal court on charges ranging from illegally smuggling people into the United States to attempting to re-enter the United States after deportation.

According to court documents, some of the people on the March trip paid about US$7,000 each to be smuggled into the county.

An Award for Bill Clinton Came With $500,000 for His Foundation

To commemorate the 10th anniversary of the 2004 Indian Ocean tsunami, Petra Nemcova, a Czech model who survived the disaster by clinging to a palm tree, decided to pull out all the stops for the annual fund-raiser of her school-building charity, the Happy Hearts Fund.

She booked Cipriani 42nd Street, which greeted guests with Bellini cocktails on silver trays. She flew in Sheryl Crow with her band and crew for a 20-minute set. She special-ordered heart-shaped floral centerpieces, heart-shaped chocolate parfaits, heart-shaped tiramisù and, because orange is the charity’s color, an orange carpet rather than a red one. She imported a Swiss auctioneer and handed out orange rulers to serve as auction paddles, playfully threatening to use hers to spank the highest bidder for an Ibiza vacation.

The gala cost $363,413. But the real splurge? Bill Clinton.

The former president of the United States agreed to accept a lifetime achievement award at the June 2014 event after Ms. Nemcova offered a $500,000 contribution to the Bill, Hillary and Chelsea Clinton Foundation. The donation, made late last year after the foundation sent the charity an invoice, amounted to almost a quarter of the evening’s net proceeds — enough to build 10 preschools in Indonesia.

Happy Hearts’ former executive director believes the transaction was a “quid pro quo,” which rerouted donations intended for a small charity with the concrete mission of rebuilding schools after natural disasters to a large foundation with a broader agenda and a budget 100 times bigger.

“The Clinton Foundation had rejected the Happy Hearts Fund invitation more than once, until there was a thinly veiled solicitation and then the offer of an honorarium,” said the former executive director, Sue Veres Royal, who held that position at the time of the gala and was dismissed a few weeks later amid conflicts over the gala and other issues.

Press officers for Ms. Nemcova and for the Clinton Foundation said on Thursday that the foundation had not solicited the donation and that the money would be used for projects in Haiti, as yet undetermined.

The Happy Hearts Fund and the Clinton Foundation “have a shared goal of providing meaningful help to Haiti,” the school charity’s spokeswoman said. “We believe that we can create the most impactful change by working together.”

Never publicly disclosed, the episode provides a window into the way the Clinton Foundation relies on the Clintons’ prestige to amass donors large and small, offering the prospect, as described in the foundation’s annual report, of lucrative global connections and participation in a worldwide mission to “unlock human potential” through “the power of creative collaboration.”

Similarly, Ms. Nemcova, like other celebrity philanthropists, uses her fame to promote her charity — which has financed more than 110 schools, mostly kindergartens — just as she uses Happy Hearts to position herself as a model-humanitarian.

“This is primarily a small but telling example of the way the Clintons operate,” said Doug White, who directs the master’s program in fund-raising management at Columbia University. “The model has responsibility; she paid a high price for a feel-good moment with Bill Clinton. But he was riding the back of this small charity for what? A half-million bucks? I find it — what would be the word? — distasteful.”

In her letter of invitation to Mr. Clinton, Ms. Nemcova, then chairwoman of her charity’s board, said she wanted to show her appreciation for his “inspirational leadership” after disasters.

“My gratitude to you is so strong that should you accept, we will schedule our event commemorating the 10th anniversary around your schedule,” she wrote, speaking of their shared dedication to the survivors of both the tsunami and the 2010 earthquake in Haiti.

When the tsunami struck in December 2004, Ms. Nemcova, who had been featured on the cover of the Sports Illustrated swimsuit issue the previous year, was vacationing in Thailand with her boyfriend, a fashion photographer named Simon Atlee. They were swept from their beach cottage and separated in the turbulent waters; Mr. Atlee died.

Ms. Nemcova, her pelvis shattered, held fast to a tree for hours until she was rescued, listening impotently to the cries of children, she has said, which later motivated her to found her child-centric charity.

Happy Hearts rebuilt two schools in Thailand while Mr. Clinton was the United Nations’ envoy for tsunami relief and reconstruction. Most of the charity’s rebuilding has been in Indonesia after the earthquakes of 2006 and 2009.

After the 2010 earthquake in Haiti, Ms. Nemcova turned her attention to that small island nation, where both Mr. Clinton and Hillary Rodham Clinton, as secretary of state, played outsize roles in the earthquake relief effort and the more problem-filled reconstruction. The country had attracted other celebrity benefactors, too, notably the actor Sean Penn, an ex-boyfriend of Ms. Nemcova’s who had created his own relief organization and forged a relationship with Mr. Clinton.

In the fall of 2011, many players in Haiti’s rebuilding effort, including Ms. Nemcova, attended the Clinton Global Initiative’s membership meeting in Manhattan. Members, who must be invited, pay $20,000 in annual dues, largely for the yearly gatherings, where charity founders and entrepreneurs get to network with world leaders, corporate executives and wealthy donors.

At the meeting, Ms. Nemcova signed a memorandum of understanding with the president of the Inter-American Development Bank to finance schools in Haiti. The development bank has also donated to the Clinton Foundation — just over $1 million — and it partnered with Mrs. Clinton’s State Department after the earthquake to create an industrial park in northern Haiti.

Almost four years after Happy Hearts and the development bank made their commitment, they have yet to complete a single school, partly because of problems finding suitable land. Five schools are under construction.

Happy Hearts collaborated more expeditiously in Haiti with the Digicel Foundation, whose founder, the Irish billionaire Denis O’Brien, is a multimillion-dollar supporter of the Clinton Foundation and whose parent telecommunications company benefited from grants from Mrs. Clinton’s State Department.

Digicel also made a commitment at the 2011 meeting to build schools; the commitment was a formality, though, as Digicel had already taken the lead in Haiti in that realm. It has built 150 schools there over the last seven years; Happy Heart has built seven, six of them joint or side-by-side ventures with Digicel.

One of those schools, operated by the Haitian group Prodev, was featured in the Clinton Foundation’s most recent annual report as “built through a Clinton Global Initiative Commitment to Action.” The Clinton Foundation’s sole direct contribution to the school was a grant for an Earth Day celebration and tree-planting activity.

In late 2011, Ms. Nemcova dedicated her charity’s annual fund-raiser to Haiti, awarding the lifetime achievement honor to Mr. Penn, whom the Haitian government had named an ambassador at large, and giving a speaking platform to Laurent Lamothe, Haiti’s foreign minister.

The next year, Ms. Nemcova, too, became an ambassador at large for Haiti. And by 2013, she was practically living there, having become romantically involved with Mr. Lamothe, by then prime minister. (Mr. Lamothe, no longer prime minister, is now a presidential candidate in Haiti, and the couple have split up.)

Through the years, Ms. Nemcova, 35, has blended her personal and philanthropic lives; her sister replaced Ms. Veres Royal as executive director of Happy Hearts. She has also mingled her celebrity and charity work, both in ways that benefited the charity and in ways that benefited her personally.

In 2011, when she appeared as a contestant on ABC’s “Dancing With the Stars,” her survival story and charity received ample, positive attention. She brought on Clinique and Chopard as sponsors of the charity, but also accepted personal fees to model their products.

“Ms. Nemcova has a long career as a model in fashion industry for 16 years and has longstanding relationships with many brands,” her charity’s spokeswoman said. “Happy Hearts Fund is grateful for Chopard’s and Clinique’s support.”

At the 2014 gala, Chopard, a Swiss jeweler that was dedicating partial proceeds from a heart-shaped bracelet to the charity, set up lighted showcases in the cocktail area, Ms. Veres Royal said.

“They were peddling exorbitant jewelry at a gala that was supposed to focus on children who have lost their belongings, homes, and often friends and family members,” she said. “It was inappropriate and tacky. Too many people at that event were looking after their own interests first.”

Happy Hearts Fund first asked Mr. Clinton to be its honoree in 2011. Trying again in 2013, Ms. Nemcova sent her first formal letter of invitation in July, asking Mr. Clinton to be the primary award recipient at a Happy Hearts gala on Nov. 4, 2013, celebrating Indonesia.

Mr. Clinton’s scheduler replied with a cordial rejection — “Regrettably, he is committed to another event out of town that same evening” — in an email copied to Frank Giustra, the Canadian mining financier who is one of the Clinton Foundation’s largest donors and also a supporter of Ms. Nemcova.

Ms. Nemcova subsequently met with officers at the Clinton Foundation, Ms. Veres Royal said. Afterward, she said, “Petra called me and said we have to include an honorarium for him — that they don’t look at these things unless money is offered, and it has to be $500,000.”

The invitation letter was revised and sent again at the end of August. It moved the gala to 2014, offered to work around Mr. Clinton’s availability, dropped the focus on Indonesia and shifted it to Haiti, and proposed the donation.

“Understanding the need and commitment to ‘rebuilding better,’ Happy Hearts Fund would like to also share the proceeds of the event with the Bill, Hillary and Chelsea Clinton Foundation, committing at least $500,000 in partnership on a joint educational project in Haiti, of your selection,” Ms. Nemcova wrote, ending with her customary signoff, “Lots of Love, Light and Laughter.”

When charities select an honoree for their fund-raising events, they generally expect that the award recipient will help them raise money by attracting new donors. But the Happy Hearts Fund raised less money at the gala featuring Mr. Clinton than it did at its previous one.

Further, it is extremely rare for honorees, or their foundations, to be paid from a gala’s proceeds, charity experts said — as it is for the proceeds to be diverted to a different cause.

And while the original invitation letter spoke of a joint educational project, the Clinton Foundation said Thursday that Happy Hearts had agreed that the money could be “split 50/50” between the foundation’s education programs and its economic development and agriculture programs in Haiti.

In the charity gala world, it is considered unacceptable to spend more than a third of gross proceeds on costs, and better to spend considerably less. If the donation to the Clinton Foundation were counted as a cost, Happy Hearts would have spent 34 percent of its announced $2.5 million in proceeds on its gala.

Its actual expenses — while they might seem extravagant to outsiders, with the total cost of the Cipriani facility alone at almost $300 a head — were in line with what other charities spend on such events.

In the end, the Happy Hearts Fund’s gala was a star-studded event, with celebrities including Naomi Watts and John Legend and the models Karlie Kloss and Coco Rocha in attendance. The Haitian president, Michel Martelly, a former musician who was Ms. Nemcova’s boyfriend’s boss at the time, was a second honoree, and he performed a couple of numbers with Wyclef Jean.

At the start of the evening, school bells rang and, as the master program dictated, “Petra dressed as schoolteacher” appeared, wearing glasses.

“Good evening, class,” said the message on the screen behind her. She later changed into a sheer red lace gown donated by the designer Naeem Khan, with diamond and ruby jewelry by Chopard.

A video by the Happy Hearts Fund framed the moment she presented the award to Mr. Clinton like this: “Ten years ago, two people were deeply impacted by the 2004 tsunami. They met this year again to inspire …”

“Petra did not have to devote 10 years of her life to building these schools,” Mr. Clinton told the crowd. “But what she has done is a symbol of what I think we all have to do.”

Outside Cipriani, about 100 protesters, mostly Haitian-Americans expressing frustration with the earthquake reconstruction effort, stood behind barricades holding protest signs.

“Clinton, where is the money?” they chanted. “In whose pockets?”

Haitian-American Carlsky Belizaire, a senior at the Macaulay Honors College at Queens College, won a 2015 Fulbright award.

MAY’S CELEBRATION of Haitian Heritage Month — full of events and activities commemorating the nation’s rich culture — has gotten some contemporary significance with Haitian-American college student Carlsky Belizaire winning a prestigious Fulbright award and Haiti-born C. Reynold Verret becoming the new president of Xavier University of Louisiana.

A Valley Stream, L.I., resident, Belizaire, a senior at CUNY’s Macaulay Honors College at Queens College, won a 2015 Fulbright English Teaching Assistant award and he’ll be helping English instructors teach the language to non-native English-speakers in Taiwan.

The Fulbright honor comes just before Belizaire's graduation from Queens College — capping a spectacular scholastic stint for the Valley Stream, L.I. resident. A Hertog Scholar at Macaulay Honors College and a member of the Phi Beta Kappa fraternity, Belizaire has been on the Dean's List each of his four years at the college and spent a month in China Japan through Queens College's QC's Study Abroad program.

The stellar senior has studied Japanese business and culture in Japan and Asian business in China, relishes the opportunity to teach and live in China.

“These two experiences have allowed me to visit world wonders and Fortune 500 companies, learn how to communicate despite a language barrier, and ultimately see deeper into my own culture as well as the ones I interacted with,” said Belizaire, a political science major who is also fluent in Haitian Creole.

C. Reynold Verret, who came from Haiti in 1963, is the new president of Xavier University of Louisiana.

The other 2015 Fulbright awardees from Queens College are Karissa Caputo, Eric Becker, Carla Spensieri, Sarah Chung, Katherine Cox and Alyssa Blumenthal.

“We are very proud that our students are being recognized so frequently by the Fulbright Program,” said Queens College President Félix Matos. “These honors speak highly of both the quality of the students that Queens College attracts and the skill and dedication of the faculty members who teach here.”

Verret, the new head of New Orleans-based Xavier University, was the provost and chief academic officer at Savannah State University in Georgia before accepting the position of president at Xavier. Trained as a biochemist, Verret immigrated to the U.S. as a political refugee in 1963.

“I am deeply honored to be elected as the next president of Xavier and am excited to engage the entire Xavier community in envisioning a future that sustains the university’s distinct mission in a changing higher education environment and that responds to societal need,” said Verret. “Upon arriving in this country as a refugee from Haiti in 1963, I was supported by many who nurtured my love of learning and science and gave me the encouragement and confidence to persevere. During my tenure at Xavier, I will continue paying it forward, helping generations of young people realize their dreams, regardless of their backgrounds.”

Verret will succeed retiring president Norman Francis, who has run the black Catholic university for 47 years. Xavier is the oldest institution of higher learning in coastal Georgia and the first public Historically Black College and University (HBCU) in the state.

BUSY SLATE FOR CARIB WEEK 2015

Creative cuisine and fantasy-like Caribbean weddings and honeymoons are on the early agenda for Caribbean Week in New York, the annual presentation of the Caribbean Tourism Organization.

The Celebrity Chef Program — a public portion of the 2015 Caribbean Week activities — will bring master cooks to share Caribbean-inspired cuisine, starting today in Manhattan. Chefs representing Antigua and Barbuda, Barbados, Jamaica and the U.S. Virgin Islands will be sharing at locations around the city.

Jamaican-influenced cuisine from Samantha (Chef Sam) Davis of Savor by Sam catering will be featured today at the Williams-Sonoma Shops, 10 Columbus Circle (at W. 59th St.), from 1 p.m. to 2:30 p.m. A dinner service will be presented by U.S. Virgin Islands chef Digby Stridiron on Tuesday with dinner service at Spur Tree at Norman’s Cay Restaurant, 74 Orchard St. (between Broome and Grand Sts.) in Manhattan's Lower

East Side.

 U.S. Virgin Islands chef Digby Stridiron will be featured at Spur Tree at Norman’s Cay Restaurant on Manhattan’s Lower East Side during Caribbean Week in New York.

Love, weddings and honeymoon plans were in the air at last year’s Romance Pavilion, organized by the Wedding Salon company for the Caribbean Tourism Organization’s Caribbean Week in New York. The popular event returns June 3.

Other participating chefs include Michael Harrison (Barbados),Melvyn Myers (Antigua And Barbuda); Andre Nurse (Barbados); Shorne Benjamin (St. Lucia); and Christopher Terry (Antigua And Barbuda).

Colin Williams Photography is using iconic Jamaican bobsled and helmets to promote the June 6 benefit raising funds for the Jamaica Bobsled Federation.

JA. BOBSLED BENEFIT

"The Hottest Thing on Ice," a fundraising benefit for the Jamaica Bobsled Federation, will be held June 4 in Manhattan.

The affair -- which will features a performance by dancehall singer Briggy Benz -- will be held at Katara, 217 Bowery (between Rivington and Prince Sts.), from 5 p.m. to 9 p.m.

Colin Williams Photography is presenting the affair, which also includes culinary treats from celebrity chef Yvette Lacrette of Grenada.

The Jamaica Bobsled Federation is the governing body of bobsledding in the nation and the supporter of the world famous Jamaica national bobsled team, which debuted in the 1998 Winter Olympics in Calgary and participated in two subsequent Olympics.

WIN TV’s MOHAN TRIBUTE

Businessman Mohan Jakiaran will be featured on WIN TV in Trinidad on May 31 – and online for viewers internationally.

The special tribute will be broadcast live on WIN TV cable channel 12 and local channel 7. In addition, international viewers are invited to the special programming through an all-access free 24-hour pass to winhd.tt.

CELEBRATE B’KLYN MUSIC

The Celebrate Brooklyn festival, presented by the Brooklyn Information & Culture group, returns with a 2015 season featuring a number of Caribbean stars at the Prospect Park Bandshell, at Prospect Park West and 9th St.

Singer Chaka Khan, the popular perennial R&B favorite, starts the festival on June 3 at 8 p.m. The Caribbean performers debut with the popular Barbados soca band Krosfyah, with special guests Lead Pipe & Saddis, a Trinidad Carnival International Groovy Soca Monarch contest finalist, and the energetic Something Positive dance and music ensemble on June 11 at 7:30 p.m. The famous reggae group Third World and African singer Awa Sangho, “the Golden Voice of Mali,” perform on Aug. 2 at 7:30 p.m.

Grammy-winning superstar Chaka Khan will be opening the 2015 Celebrate Brooklyn festival on June 3.

Before the free June 3 Chaka Khan concert, the BRIC will hold the “Celebrate Brooklyn! CARIB BOOK FEST RETURNS

Caribbean literary stars will shine at the “WORD! – A Caribbean Book Fest” on June 6 in Brooklyn at Medgar Evers College, 1650 Bedford Ave., starting at noon.

The afternoon-long program for adult and younger readers features author presentations, speakers, panel discussions and workshops examining how to publish a first novel, diversity in children’s literature and other topics.

The event – produced by the Caribbean Cultural Theatre – features Jamaican novelist Marlon James, children’s book author Tracey Baptiste, Guyana-born editor Rosalind McLymont, Haiti-born novelist Elsie Augustave, Cuban-American science fiction writer Daniel José Older, Trinidadian poet Cheryl Boyce-Taylor and other literary figures.

Scheduled writers and storytellers for the Young Readers Platform include Zetta Elliott (St. Kitts - Nevis), Kellie Magnus (Jamaica), and Ibi Zoboi (Haiti).

Authors, poets and books will meet readers – young and old – at the WORD! – A Caribbean Book Fest” on June 6.

“Dream to Change the World,” a phrase from Guyana poet and philosopher Martin Carter’s poem, “I Will Not Still My Voice,” is the theme for this year’s WORDFest.

A project of the Caribbean Cultural Theatre, WORD! – A Caribbean Book Fest is being presented in association with Caribbean Research Center and Medgar Evers College’s School of Liberal Studies and Education with support from the city’s Department of Cultural Affairs, he New York State Council on the Arts; Poets & Writers, Inc., Friends of the Caribbean Cultural Theatre, state Assemblyman Nick Perry and city Councilmember Mathieu Eugene.

“Brooklyn's Women of Distinction 2015,” collection of outstanding residents selected for their contributions to the borough, includes West Indian American Day Carnival Association member Jean Alexander.

The Trinidad and Tobago-born Alexander, who volunteers with WIADCA and runs the Caribbean American Center of New York organization, was among the 25 women recognized in the award initiative, organized by Courier Life Publications and the Community News Group.

“They were nominated by their peers and selected by an independent panel for exemplifying the best and brightest of Brooklyn’s female labor and volunteer workforce, and Courier Life Publications and Community News Group are proud to share with our readers how the extraordinary contributions of these Women of Distinction have advanced, nurtured and healed our communities,” read part of a message from the publication's editors.

Le Peuple Haïtien remercie la République Bolivarienne pour cette solidarité à travers les Fonds PetroCaribe;

 

Cependant ;

 

• Compte tenu du fait qu’un doute persiste toujours sur la gestion des Fonds Petro-Caribe par les gouvernements haïtiens ;
   
• Compte tenu du fait que la Cour Supérieure des Comptes et du Contentieux Administratif (CSC/CA), la plus haute instance de contrôle des dépenses des dirigeants de l’Etat, a dressé un rapport accablant sur la gestion des gouvernements haïtiens des Fonds Petro-Caribe; 

• Compte tenu du fait que le peuple haïtien et les generations futures auront  à payer cette dette pendant de nombreuses années ;
   

• Compte tenu que la République Bolivarienne et la République d’Haïti  sont deux pays classés parmi les plus corrompus dans le dernier classement de l’Indice de Corruption de Transparency International ;
   
• Compte tenu du fait que de nombreux segments de la population haïtienne mettent en doute la gestion et l’impact des programmes financés à travers les Fonds Petro-Caribe ;
   
• Compte  tenu du fait qu’aucun doute ne doit pas exister et persister entre les deux Républiques par  les gouvernements futurs sur les déclarations de l’ambassadeur de la République Bolivarienne accrédité en Haïti;
   
• Compte tenu que la République Bolivarienne et la République d’Haïti sont deux pays frères  qui ont opté pour la justice sociale et l’émancipation des masses populaires ;

Pourquoi doit-on faire une Pétition pour un Audit International sur la Gestion des Fonds de Petro-Caribe par les gouvernements de la République d'Haïti : René Préval et Michel Martelly?????????

Pourquoi devrait cela être le premier pas???

Avez-vous envisagé de mener des enquêtes préliminaires en Haïti et au Vénézuela afin de réunir suffisamment de données vous-mêmes???

C'est ni pragmatique ni raisonnable de commencer par la fin, n'est-ce-pas vrai mon frère???

Qui plus est, et qui ne milite pas en votre faveur (notre faveur), en Haïti, les officiels et dirigeants en font à leur guise et n'estiment avoir de comptes à rendre à quiconque!!

A titre d'exemple, vous souvez-vous comment cet ex PM avait défié, s'était moqué des convocations du Parlement de Moïse Jean-Charles quant à la gestion des Fonds de l'État haïtien qui lui étaient confiés!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Nous aimerions soumettre votre tentative/idée de Pétition à l'appréciation de deux de nos compatriotes des Fora : MMS. Willy Pompilus et Francisque Jean-Charles et à tous ceux, toutes celles qui aimeraient opiner aussi et faire quelques suggestions.

Let's Focus in the future and think for the future: what can we do today to make sure we don't come back few years down the road with the same set of issues?

The way I see it is this:

1) We need now some constitutional clarity for institutional stability  and performance.Mme Myrlande Manigat is the right choice for this specific moment.She can help bring this kind of clarity we need.It's not the time to play politic of name calling.Let's the competence and talents show what they are capable of.

2) My second choice is Fritz Jean  but I would like it to be prime minister  for a longer period of time than this provisional one.The reason is this : we need a combination of political skills and and economic common sense to change completely the way we do business .The struggle against poverty require also the building of a solid economic play ground.We need someone with the skill to neutralize the "compradores" , stimulate the "productores" and let both understand there is room for them to expand and be rich.It's  important to focus in whatever it'will take to create good jobs for Haitian ( not  maison jobs as my bro want it).
