The Charles Principle to Nation Building in Haiti
By Jean H Charles
There is a fierce debate in the United States on whether the Republican or the Democrat Party is best suited for the people of the United States to achieve prosperity. At the dawn of the 250th year of Independence it is fit to lay down the principles that define a good nation. China claims that it has exited 800 million Chinese out of poverty into middle class status in the last quarter of a century. Brazil said that from the year 2023 -2024 it has produced 11 million new middle class citizens.
The United States since Dr Martin Luther King Jr in 1956 had 50 million blacks and minorities out of 300 million population. From 1966 to 2026 it tried to pull those 50 million Blacks to middle class status, the result is mitigated. For the United States and for the nations of Africa, the Middle East, the Caribbean the Latin America along with the 75 nations targeted by the Trump administration not to enter into the United States because of chronic poverty, I am proposing the Charles Principle of Nation Building to usher them into the bliss of middle class for the majority of their population.
I have been fascinated by Ernest Renan in his definition of Nation building. He was concerned by the fact the founding fighting fathers who were exiting of the war from the Ottoman and the Prussian Empires were not able to build strong nations of the remnants of the Empires. Renan referred to a nation as an entity that share the same past with the consent to live together while forgetting the dark moments but with a will to forge the future everyday.
In fact that is what happen to the African leaders who fought colonialism. They turn into new oppressors who force their citizens to live under a new form of self-colonialism without the prospect of ever existing from that status. Their citizens have no hope except taking the boat for clandestine travel to Europe at their own peril.
In Haiti after the kidnapping of Toussaint Louverture, the killing of Jean Jacques Dessalines and the suicide of Henry Christophe in disgust, Haiti went into a slow decline until the complete meltdown of a failed nation today.
The Charles Principle of nation building includes 6 categories of intervention that will lead Haiti and the other nations into the bliss of middle class status.
1- The government must enter into the philosophy of appurtenance. It must device all types of activity that will made the people in love for the country. Civism, voluntarism, ethics, fraternity, must not be vain concepts. From the young age to the class of philosophy those discipline will be part of the curriculum of instruction. The national holidays shall be the occasion of renewal to be in touch with a commitment to make the nation better. The motto shall be the lesson of John F Kennedy at his inauguration: “ask what not your country can do for you but what can you do for your country.”
2- The building of sane institutions and solid infrastructure from the country side to the capital so the citizens will cease to be nomads in their country and later nomads abroad. Excellent Education, health, environment, tourism, aid to agriculture, will be the hallmark of every county.
3- A strong affirmative program accepted by all for the citizens left behind. Those left behind are different depending on the country, but it is the children, the women, the minorities and those in the country side.
4- The government will seek and apply the divine mission of that nation. Each country is designed by God, to fulfill a mission in its divine plan for humanity. It is up to us to seek the parameters of that plan. And the closer we are in meeting that mission the nation will be rewarded, because God is happy when we become co-creator.
5- The government will insure that all the children are equipped with excellent education to the highest level, resilience and creativity to lead the nation higher and higher.
6- Last not but least the government will promote ethical values to urge the citizens to respect the laws without coercion, and develop democratic sentiment that ushers a prosperous nation.
Where to find the funds to lead such a country? I propose we go back to the formula designed by our founding fathers Toussaint Louverture: all business in the state will be taxed with one third going to the state, one third for the workers and one third for the owner.
In the case of Haiti with a population of 85% in the agriculture sector the vocation of the country is in the field. Some eighty years ago, Haiti was on its way to prosperity. The peasants were exporting through Standard Fruit their organic banana successfully. The project took a dose nive when the Estime government decided to sell the contract to politicians who would buy the bananas to sell them to Standard Fruit. Within six months the whole structure fell down with the politicians not paying the peasants and exporting substandard banana.
With a cooperative formula the Haitian peasants can be embrigaded to plant and export organic produce, fruits, and spice all over the world insuring its way to middle class status.
Haiti can complete the circle to great wealth by filling its mountains with mahogany and cedar leaving its underground wealth undisturbed until its mining legislation is well wheeled.
As such the Charles principle bypass the dichotomy of capitalism, socialism and communism. Countries like Singapore has followed the Charles Principle (without knowing) in leading their country to prosperity without the divisive question of capitalism versus socialism.
With Haiti, the second independent nation of the Western Hemisphere descending into the status of a failed country, its renaissance will be the harbinger of the development of countries not only in Latin America but also in Africa.
