Secret Haitian army makes demands to be made official

In THE fishing village of Raboteau near the northern Haitian city of Gonaïves, 12 men gather around, mournful but eager to talk about what happened 18 years ago. They argue over the details; not all memories are the same. Some were beaten, others tortured, and some, who had hidden, watched in horror.

All saw the brutality of the Haitian Armed Forces (FAd’H), which terrorised the nation during the regimes of Francois Duvalier and his son Jean-Claude, and later General Raoul Cédras in the 1990s.

At around 4am on 22 April, 1994, FAd’H soldiers supported by members of the death squad known as FRAPH (Front for the Advancement and Progress of Haiti) went to the township.

At the time, Raboteau was a hotbed of opposition to the junta of Cédras, whose regime had been responsible for upwards of 3,000 killings since ousting president Jean-Bertrand Aristide in 1991.

In a final attempt to silence demands for the return of the former president, troops burst into the homes of villagers as they slept. Many ran towards the beach, leaping into fishing boats or trying to swim away.

Anticipating their escape route, the army was moored offshore, machine guns at the ready. Estimates indicate that between 26 and 50 people died but the survivors, and the lawyer who helped them bring a landmark case against the perpetrators, believes the toll was higher.

“More, more than that,” they protest when we present them with the figures. “There was a big boat with about 50 people alone, bringing goods to Gonaïves. They killed everyone on it.”

“I’ve heard that too,” says human rights lawyer Mario Joseph. “The military stayed for many days, burying bodies.”

The FAd’H was disbanded in 1995 by Aristide, who took power a year earlier after American intervention. His decision to scrap the force has been deemed the greatest leap forward made by Haiti since independence.

Now, almost two decades after Raboteau, the shadow of the military looms once more.

In recent months, a rogue army – numbering an estimated 2,500 to 3,000 – have occupied former FAd’H camps.

They are demanding to be included in a new force promised by president Michel Martelly. This has struck fear into the hearts of those who suffered under the FAd’H for years, and alarmed western diplomats.

Mr Martelly says an army is necessary to bolster his overwhelmed police force. Critics say it’s the last thing Haiti needs.

High on the president’s promises, the “soldiers” began training before the military rebuilding plan had been put in motion. They have ignored orders to put down their weapons, and a hardcore group is demanding status as an interim force until the government decides on a formal structure.

The 10,000-strong UN stabilisation mission in Haiti (MINUSTAH) and the Haitian National Police (PNH) are the other players in the drama. With the PNH ill-equipped to deal with the crisis, it is thought MINUSTAH troops could disband the camps if a peaceful solution cannot be found.

At Camp Lamentin, a former military base in Port-au-Prince, we are greeted by one-time Sergeant Larose Aubin, who looks every inch ex-army. Most of the uniformed men around him, however, would have been children when the FAd’H disbanded.

No-one knows who is funding them, but they have new vehicles, tents, food, and guns. Sgt Aubin starts our chat with a broadside at the UN.

“MINUSTAH came to bring peace to the country but peace is not there – it’s a war,” he says. “This is the reason the Haitian people want the army back.”

Do they? Even at Raboteau, reaction is mixed, confusing.

“The army has big guns, the police only have little guns,” one man says of the added protection a new force might offer. Remarkably, it seems some in the village are willing to forgive.

At Camp Lamentin, as Sgt Aubin explains how different and more disciplined this new force will be, two of his trainees begin a fistfight right behind us.

“Anyway,” he says, breaking ten seconds of awkward silence. “If [the government] do not accept us, then something will happen and they will not be able to deal with it.”

Some 150 men and women start singing at the prompting of former Sgt Yves Jeudy, who says his group will not partake in a government pay-off plan and sets a 18 May deadline for Mr Martelly to deliver.

“Liberty or death!” they cry.

Ayiti a besoin de son armee (OU UNE FORCE DE SÉCURITÉ MILITAIREMENT ENTRAINÉE) et je supporte sa remobilisation 100%.

Le President Martelly doit prouver au monde entier qu'il dirige la nation ayitienne en publiant l'arrete presidentiel remobilisant les FADH.  Qu'attend Georges Michel (toujou lan sòs) le Chef de la Commission en charge du Rétablissement d'Une Force de Sécurité jusqu'ici??????

Le peuple ayitien, a plus de 60%, supporte le retour de son armee (ou d'une Force Solide de Sécurité) et le depart immediat de cette force destabilisante, humiliante et avilissante, qu'est la Minustah. $864 millions annuellement ou plus de 4milliards en 7 ans sont alloues a cette force de merde pour destabiliser le pays.   CORRECT.

Combien d'ecoles, de campus universites pourrait-on construire avec cet argent gaspille?  QUEL GASPILLAGE, QUEL GACHIS AU NOM D'HAITI?

L'armee est le "poto mitan" de ce pays et on a grand besoin de ce patrimoine. Vive l'armee (VIVE LA FORCE DE SÉCURITÉ) ! Vive la PNH! Vive les institutions ayitiennes!  OUI!!!

et demandons au president de decreter l'amnestie generale pour tous les anciens dirigeants du pays moyennant qu'ils restituent 70% des biens de l'etat vole depuis 1971.  (HAITI AURAIT QUELQUES SOUS DANS SES COFFRES POUR FINANCER MAINTS PROJETS POUR LA POPULATION.  Toutefois, il faut qu'il y aie la Volonté de le faire.  Namphy et ses acolytes de 1986/1987 feignaient vouloir récupérer les Fonds haitiens volés par Jean-Claude Duvalier et les grands voleurs de son régime.  Feu le Premier Directeur de la Police Nationale nous confia que Namphy et consorts n'avaient pas MIS les FONDS nécessaires au paiment des frais (légaux) des Poursuites Judiciaires à entreprendre.)


San joure manman nou ka fait sa. Pro-Martelly ou Anti-Martelly. Pro-Lamothe ou Anti-Lamothe. Je suis pro-Martelly et anti-Lamothe mais je place Ayiti au-dessus de mes interets personnels. Je suis pour la reussite de ce duo affairiste quoique je suis en desaccord avec eux sur plusieurs points. Ayiti always first.  RAISONNABLE!

Tout de même, AU MOINS nous avons des individus avec qui on peut dialoguer si une autorité sage opte pour cette solution.

Nous ne pourrions pas en dire de même des : CHIMÈ, ces

vandals, sauvages, san manman, kraze brize, tolérés, terroristes, guerilleros urbains TÉLÉCOMMANDÉS qui faisaient partie des LAME (armées) Kanibal, Dòmi lan bwa, ROUGE, Ti manchèt qui avaient le consentement des dirigeants de leur époque pour tuer, intimider, harceler, déchampiller, détruire, brûler, établir (ala FREKANSITE) des zones de Non-Droit!!!, rendre la vie misérable à la POPULATION CIVILE ENTIÈRE.

Ces "anciens militaires" quoiqu'inspirant ou pas la crainte sont des interlocuteurs "probablement valabes".

Toute autorité, toute instance gouvernmentale digne de la fonction et de ce nom POURRAIT DIALOGUER AVEC EUX. 

Entr'autres, il était bruit que des chèques avaient été Émis/Distribués aux "démobilisés".  QUELLE FOUTAISE!

Y-avait-il un Accord signé? 

Pourquoi?

Avec Qui?

Avec Combien de personnes?

Quel en est le Montant Exact et Définitif?

Quelles en sont les Conditions?

Et autres Détails, qui doivent être connus du public qui en a droit?????

Excusez si nous interférons ou commentons cette KEKSYON d'Accord.  Il faut et à la Direction de la Sécurité Publique et à la Direction du Ministère de l'Intérieur et des Collectivités Territoriales des TACTICIENS, DES DURS-A-CUIRE ET OU DES CITOYENS DIGNES DE CE NOM qui comprennent l'énormité et la complexité de la tâche !

Par ailleurs, nous savons quelle peur bleue ont les partisans des gouvernement anarcho-populaires, de ces 25 dernières années, de L'ARMÉE qui leur donne le frisson.  Ce n'est pas une raison pour ne pas VOULOIR RÉTABLIR LA SÉCURITÉ QUI EXISTAIT EN HAITI AVANT LE 7 FÉVRIER 1986 et AIDER A CORRIGER LEURS DÉRIVES IRRESPONSABLES durant ces 25 dernières années.

Voulez-vous que la Diaspora retourne en masse????

Voulez-vous que les touristes étrangers et créoles retournent au pays????

Voulez-vous que Haiti Soit Grandement Ouvert Aux Affaires????

Eh bien!  Soutenez des efforts méthodiquement conçus pour le Rétablissement de l'Autorité de la Loi dans le pays afin que "Pour Une fois" depuis 1986, LA VIE DES CITOYENS ET CITOYENNES, LA PROPRIÉTÉ PRIVÉE, LA PROPRIÉTÉ COMMERCIALE SOIENT PROTÉGÉES ET DÉFENDUES PAR L'ÉTAT HAITIEN : EXÉCUTIF, LEGISLATIF, JUDICIAIRE.

C'est bien cela!  Haiti a une richesse de jeunes femmes et hommes qui pourraient lui être tellement utiles et qui sont sans avenir jusqu'à ce que nous ayons des dirigeants concernés et désireux de changer la façon de gouverner, la façon de faire pour le bien de la collectivité.

La notion de citoyen-soldat prônée par Doc Keny Bastien sur nos Fora reçut un acceuil chaleureux d'un compatriote haïtien spécialiste en affaires de sécurité.  Elle pourrait bien s'appliquer ici dans le Concepte de Police Communautaire pratiqué dans les grandes économies.

Une armee de muscles de cerveau pas de poings une armee avec une formation generale et specialisee qui consacrera des heures maigrement payees a la reconstruction et l accompagnement et qui pourrait ensuite faire reconnaitre leurs annees de service dans le civil. Une armee qui integrera des jeunes hommes et des jeunes femmes qui feront avant tout un entrainement physique pour etre en forme et qui recevront des instructions continues....une armee amie de la population qu elle est prete a aider dans toutes les catastrophes naturelles entre autres cf l armee canadienne ou israelienne.
