Code reviews before commit

Hello,

I am using Tortoise SVN in my current company and I want to do code reviews before commit. How can I do it?

In my previous work place I used TFS and it handled this thing for me.

My colleagues are going now to a developer's computer and try to see which files are changed and compare them with base files, but I think this is inefficient. I want to do this thing from my PC , give the developer some suggestions( so i should add some comments somewhere ) and give him back the reviewd files.
