trailing % character in URL not shown in commit dialog

Hi,

The "Commit to:" URL line in the commit dialog omits trailing %
characters.

TSVN 1.14.0, win10 pro

of course it does: a trailing % char in an url results in nothing due to escaping.

The attached screenshot shows the URL in the repo browser and how it
looks in the commit dialog.
