Help: I need to uninstall tortoisesvn 1.9.99.27248

I try to install new version of tortoisesvn (1.10.0.28176)
But I need to uninstall old version(1.9.99) before update.
Installer of new version find setup file of old version.
That file name is "1.9.99.27248-dev-x64-ipv6-svn-1.9.dev.msi".
I don't have setup file of old version.
So I search on internet. But I can found that.

Please let me know where I can get it. or other way to uninstall old tortoise.

I had the same issue the "Add or remove programs" didn't work for me.

So I found this:
https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed

It even removed the program so I was able to install the 1.10.
