Now and then I receive an e-mail from GitHub with the message in the subject.
Are there any plans to improve TortoiseSVN to support the new authentication method?

no need to do anything in TSVN or svn here, just use an access token:
set up 2-step auth
create a personal access token
now perform an operation that requires authentication, like a commit
when asked for username/password, enter your username, but instead of your normal password enter the access token you've generated
