Client Key exchange issue

I have a server that takes over a minute to display the authentication banner. WireShark shows the issue to be a delay with the client sending its "client key exchange" packet in response to the servers certificate packet, the client does ack the certificate packet correctly. I have checked the SVN settings with a server that works and they are the same. All servers are on the same hardware platform and running Microsoft Server 2012 standard. Version information is

TortoiseSVN 1.8.7, Build 25475 - 64 Bit , 2014/05/05 20:52:12
Subversion 1.8.9, -release 

Anyone any idea's

First, version 1.8.7 is pretty old. Please consider updating.

as for the delay: usually the first thing to check are firewalls/virus scanners.

Hi Stefan

I have checked the antivirus on the two clients and they are both the same and up to date. Do you know what SVN does as soon as it receives the servers certificate?

I will look to see if I can upgrade to 1.10

Well, that's won't really help: deactivate them and test without them.
Even if they 'work' and are up to date, they still interfere with all network data packets - that's their job!
