Actually, it is not going away. There was a discussion on the Subversion project that there are many external websites linking to old e-mail messages and with the help of the old mainainer of the site it was migrated to the Subversion project. As is noted on the first page of the site "Any questions regarding this site should be directed to d...@subversion.apache.org".

The migration was primarily to maintain the Subversion project's own mailing lists but we also carried over the additional mailings lists (including the TortoiseSVN Devel and Users) that existed on the site. In case Stefan wants, we could remove the TortoiseSVN archives completely, but I think it is good that any old links pointing to the site continue working.
