I've installed the exact smae version on Windows 10 1909 some weeks
ago and didn't encounter that problem. It might be that something in
your Windows is misconfigured, so please be motre detailed about which
version of Windows you are using exactly.

Additionally check security related tools, if those block access to
the installer files or stuff like that. You might be able to debug
this using ProcMon[1] as well. Have a look into the event viewer of
Windows as well for related problems or even notifications. It might
be that things get logged in files in the directory "C:\Windows\Logs"
as well.
