TortoiseSVN not showing "non-versioned" icon overlay

I have an issue where TortoiseSVN will not show icon overlays for "non-versioned" files. This applies version 1.6.14, 32 bit and 64 bit versions. Setting the "Unversioned files mark parent folder as modified" option works and updates the icon of the parent. Any ideas what's going on here? All other icon overlays work fine. I understand there are issues with Windows getting unhappy with a limit on icon overlays, but my issue is only for unversioned files and on multiple machines.
