Relocate command cannot appear on righit-clicked menu

Hi, Dears

I just upgraded my tortoisesvn client to 1.7.0, but i cann't find "Relocate" command on right-clicked menu on Windows XP.

I have selected the checkbox on Setting >> General >> Context Menu >> Cascaded context menu >> Relocate...

The following is my version information of tortoisesvn client

TortoiseSVN 1.7.0, Build 22068 - 32 Bit , 2011/10/10 09:48:29
Subversion 1.7.0,
apr 1.4.5
apr-utils 1.3.12
neon 0.29.6
OpenSSL 1.0.0e 6 Sep 2011
zlib 1.2.5

Can anyone help me ?

First click on the menu entry "SVN Upgrade working copy". Or check out
the working copy from scratch.
After that, the menu entries you need will show up. But not before.

Thank you for your help, i check out a new working copy, and the "Relocate" command show.
But for the working copy which i upgraded using new svn client, the command still disappear

By chance I too had to relocate a working copy after an upgrade from
the 1.6-format. I had no problem, using TortoiseSVN 1.7.1 (32-bits on
Windows XP).

I realize this question is from a decade ago, but I ran into the same issue.  Turned out to be that I wasn't in the root of the working copy.  I thought I was...I was wrong.  Relocate only shows up as an option if you are in the root.  Hopefully this will help someone else that runs into the same issue.
