Installer gives Errors 2503 and 2502

Windows 11 - laptop

Running 64bit installer downloaded TODAY.

It gives splash, then a few other pages, and then goes gray for 10 seconds, and gives Error 2502, then 2503.  The program is NOT installed.

User is in London if region somehow matters.

If there is an installer error log somewhere I'll have him try to find it, but he's gone with another solution now.

Tried running as admin, tried releasing permissions on the installer, even rebooted.

Attempted the install about 25 times, even tried the 32bit version but Windows blocked us from installing.

msi error 2502 and 2503 usually means that the admin user does not have full write access to the folder c:\windows\temp or the SYSTEM users temp directory. It can also mean that the msi is on a mapped drive where the SYSTEM user does not have access to. So, copy the msi to another folder and try installing from there, or check the permissions on the temp folder.

to get a very detailed log, run the installer from an admin console like this:

msiexec /i TortoiseSVN-xxxxx.msi /L*V path\to\logfile.txt
