When you upgrade one client on a particular workstation, you need to
upgrade them all. Same command line utilities you used w/ 1.6, from
the same places.
I think TSVN now includes copies of svn.exe, etc. as well - maybe an
optional part of the install?

svn: '.' is not a working copy
So my question remains: what !working! CLI utilities are available for TortoiseSVN version 1.7.1?

The ones that come with TortoiseSVN 1.7.1.
Unless you uninstalled the 1.6 CLI utilities, they're still on your
system. And unless you put c:\program files\tortoisesvn\bin (I think
that's the path, I don't have Windows available right now) into your
%PATH% *ahead* of the location of the 1.6 version (if it's still
installed), the 1.7 CLI tools won't get called unless you specify the
full path at the command line.
