Yes, it's a joke. TSVN was only written because the devs knew that this would happen to you at this exact point in time. It's been a huge conspiracy to pull a joke on you.

Anyhow... the problem is that there is an entry in your registry that shows the 32 bit version is installed. I'm not sure why uninstalling it didn't remove it.
A couple of options. Re-install the 32-bit version. Reboot. Uninstall the 32-bit version. Reboot. Install the 64bit version.
If that doesn't work try CCleaner. It will find installer entries that point to files that don't exist.
