svn server do not let user check out youngest revision

Hi, 
I have a trouble with my company svn server.
We have a svn website show that the revision is now at 3076, but when i use svnlook youngest revision or svnadmin recover comment on our svn server, it return the youngest revision is 8508. And my client can not checkout or update the revision more than 3076.
So, how can i let the svn web show the right youngest revision and my client can check out the revision 3077 - 8508?

This questions seems more appropriate for the Subversion Users mailing list (https://subversion.apache.org/mailing-lists.html) since concerns the Subversion server and not the TortoiseSVN client. However noted two things that I would like you to look at first:

Your Subversion version is quite old. The only version still supported by the community is 1.14. Any chance you can upgrade your server? In case an actual error is discovered we can only fix it in 1.14.

Are you sure the Apache configuration is pointing to the same path as you've used in your call to svnadmin?
