Substituted drive problems

As part of our development we use a substituted drive (Windows 10):

E.g.: 
subst r: C:\Data\Production_work_7_1_Clean

In the root of r: there is now always shown a change with status missing 

If checking from C:\Data\Production_work_7_1_Clean it shows the status correct.

The problem is new in 1.13.1, Build 28686.

Before 13 this was not a problem.

I posted the same question some days ago.
But I was replied that the problem came from subversion and not from Tortoise SVN.

I haven't done it yet, but we should write on the Subversion forum.
Please let us know if you write on Subversion forum.

FYI: It has taken some time, but this issue (in APR) has been fixed
now and backported to the 1.7.x branch in r1904030. It was released
last week as part of APR 1.7.1.

@Stefan: perhaps worth a try for TSVN, so it can enjoy the better
handling of Windows junctions by APR (IIUC)?
