Which version of TortoiseSVN are you using?

If you start Task manager (while the error message about Invalid parameters are still on the screen) and look on the Details tab (in Windows 11 this seems to be renamed Information) you should find a tortoiseproc.exe process. Right click any of the headings and add the column Command line. Can you check the command line arguments - preferably post a screenshot. There may be more than one process, for example below I'm at the same time in the Commit window and I have the Project Monitor loaded.
