tortoisesvn not showing menu and icons up under windows 10

I have installed Tortoisesvn 1.8.11 64-bit on Windows 10 64-bit.

Tortoisesvn context menu and overlays are not shown in Windows Explorer (file browser).

However, context menu IS shown in standard "Save As.."/"Open" dialogs opened from any application, while overlays are still missing. It is wired...

I had installed/uninstalled/repair Tortoisesvn several times with reboot. I had checked registry permissions, but nothing has helped so far.

I have the same problem.
As near as I can tell from the MS TechNet site MS has decided that they don't like icon overlays for reasons that are neither intuitively obvious nor justifiable. However, MS has absconded with the available ones for its cloud stuff and seem to have disabled the ability to rename the overlays in the registry to move the tortoisesvn to the top of the list anymore. So, it seems that this community is going to have to come up with a different scheme to inform users what is going on because the likelihood of getting an MS to change its ways would seem to be highly unlikely.
