Changes to commit comment made on a regulard-DPI monitor in a mixed-DPI multi-monitor setup are not visible

I am using Windows 10 x64 1803 17134.590.
I am running TortoiseSVN x64 1.11.1.
I have two monitors connected:
- a 3840x2160 monitor, with 200% scaling (primary).
- a 1920x1080 monitor, with 100% scaling
When I open Commit dialog on the 4k monitor (it's shown there by default), everything works normally. When the dialog is moved to the FullHD monitor, no changes to the commit comment are visible (i.e. when I type nothing happens). When the dialog is moved back to the 4K monitor, the typed characters appear and can be normally edited.
