When committing changes I get the attached error. The commits seem to work OK - they are posted to the server, and the Explorer status icons update to green. There is a long delay between the "Committing transaction" and "Completed" messages.

I have been using TSVN for many years and the last 12 months on Windows 10. This problem started about a month ago. I have tried upgrading to TSVN 1.9.7 64-bit and it hasn't helped.

I have tried the suggestion here https://serverfault.com/questions/697804/svn-checkin-failuresqlites5-database-is-locked, which is to close the TSVN processes, copy the wc.db file and use sqlite3.exe to backup the copy over the original, then restarted my machine to restart TSVN. The commands worked, but the error still occurs.

I don't know how to debug which process has the lock on the sqlite database.

Run Cleanup on the wc root. If that doesn't help, try a fresh checkout.
And if you get that error again, then throw away your virus scanner.
