Changed log message does not show up

Yesterday I installed TortoiseSVN 1.11.0, Build 28416 - 64 Bit. later that day a colleague changed the message of a commit, which did not show up in my log message view.
Only when I chose "Edit log message" the modified message was shown in the edit window. I had to click on "Ok" to get the message shown in the logs list. Clicking on "Cancel" did not change anything.

Sounds like a bug to me?

Clear the log cache:
Settings dialog->saved data->log messages->"clear"-button.

Do I have this to do regularly or only once? Did anything change here compared to earlier versions? (I didn't need to do this ever.)

It's a cache. So once you've shown the log on your machine, all log entries that you show are then stored in the cache so the next time you show the log, those entries won't have to be downloaded from the repository server anymore.
And that's why you won't see any changes/edits to those already cached entries.
Since log messages should be edited very, very rarely if ever, you only have to do this when an edit happens. (Or hit Ctrl+F5 in the log dialog - that will re-download all cached entries as well).
