I have a subfolder in a ".svn" that has a SVN status symbol overlaid
upon its icon (and some of its subfolders), but this subfolder does
not appear in the repo-browser. When I attempt to update or commit
this folder, I receive the following error: "Error: Target path does
not exist". How do I fix this problem so that this subfolder and all
its children is committed to the repository? Thanks for your help!

How did you manage to get your content within a .svn folder? My guess
- assuming it is not put there deliberately - is that you accidentally
drag-n-dropped it there in explorer. You need to find out where it
came from and put it back. Or if it is unmodified then just delete it
in explorer.
