Repo browser cannot be opened

When I right-click a project and select "Tortoise SVN | Repo Browser", a title bar appears at the top of the screen, but nothing else is shown. It renders Tortoise SVN completely unusable.

Settings dialog->saved data->Dialog sizes and positions->clear
