Added folders cannot be moved to changelists on the commit dialog [Bug]

If you have some new folders or files added you can assign them to changelists.

However, after refreshing/reopening the commit dialog, folders will move back to the default changelist.

Windows 10 x64

svn changelists can only be set for files. That's why you 'lose' the changelists when you refresh.
