Tortoise Update failing with ".svn/tmp directory may be missing or corrupt" on Windows 7

Hi,
I had Tortoise SVN running fine with my previous XP O/S. I backed up the respository, installed Windows 7 (32bit) reinstalled SVN (1.6.12), imported the repository, installed the new version of Tortoise (1.6.10) with no problems. Now when I do a file comparision Tortoise is working okay, the problem I am having is when I try to Clean Up, Update or Commit any file I get the messages:

Your .svn/tmp directory may be missing or corrupt; run 'svn cleanup' and try again
Can't open file
'XXXXXX\.svn\tmp\entries': The
system cannot find the path specified.

I have already tried:
1) installing Tortoise again (in repair mode) as per the installation instructions.
2) installing Windows hotfixes KB954430 and KB973688
3) changing permissions on the folder containing the files being commited.

None of the above have fixed the error.
Any assistance gratefully received!

I have already installed the hotfix KB982927 (as per the article) - this did not fix the problem.
Is there something else I can try?

The hotfix is to stop Windows 7 erroneously thinking atomic file operation failures need CHKDSK to be scheduled. but it is not concerned with why address the causes why atomic file operation failures occur in teh first place. 

The usual causes are on-access virus scanners and Windows Indexing service, and other apps like that that place momentary locks on files. Exclude your working copies from these, and see how you get on.
