'Compare with base' on unmodified file in changelist opens the file with associated program

Dear sirs,

Is there a reason why a unmodified file (in a change list) is opened with
associated program when choosing "Compare with base"? If I wanted to open
the file I would have chosen "Open" instead of "Compare with base". The
way I see it is that for unmodified files you don't show "Compare with
base" at all or if it is shown then it does with the name implies ie.
compares the contents.
