The TortoiseSVN 1.9.0, Build 26652 can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing

OS:

Windows 7 SP1, 32 bit, with latest MS updates installed. Computer has 4GB RAM

 

Situation:

Updated to TortoiseSVN 1.9.0, Build 26652 by running installer. Installation unremarkable.

After installation, noticed Tortoise SVN menu did not appear on any window right mouse click context menu.

 

Started "C:\Program Files\TortoiseSVN\bin\TortoiseProc.exe" /command:repobrowser  from Windows Start Menu and received this error message:

The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing

Attempted to Repair TortoiseSVN install with same results. Attempted uninstall and reinstalled the TortoiseSVN .msi with same results.

 

Used Windows System Restore to restore earlier version of TortoiseSVN, and older version works correctly.

 

Fix:

Found same situation and fix with SmartFTP at:

Downloaded and installed Visual C++ Redistributable for Visual Studio 2015 (32-bit) and reinstalled TortoiseSVN and all works correctly.

Installing the Windows 10 Universal C Runtime is not an applicable fix for me, as that runtime is for Win10 and later; I am running Win7 SP1 (32bit).

For those not running Win10, downloading and installing the Visual C++ Redistributable for Visual Studio 2015 (32-bit) was the solution:
