not all context menu items displaying

I've installed and uninstalled versions 1.13.1 and 1.10.5 64bit for windows and have the same problem.

when I right click in file explorer I do not get all the options in the context menu under Tortoise SVN.

I've checked under settings and context menu and I have selected all the options I want to see - but they are not displaying.  Can anyone assist?

I've checked under settings->Context menu and I have things selected there - but I am unable to select them from the context menu.  Can anyone assist me?

That's the context menu you get when you right-click on an unversioned file. Because that's all you can do with such a file.

To do a checkout (and get a working copy), you have to right-click on a folder, not a file.

And once you have a working copy and you right-click on a folder/file in there, you'll get the full context menu.
