merge into a needs-lock/RO file succeeds

Hi all,

just discovered, that merging into a RO (because of needs-lock) file
succeeds.
This happens both, when merging into a single file, but also when
running the merge on folder level.

In my opinion merging into RO files should fail.

TSVN 1.14.0, win10 pro

That's how the svn works.

If you want this to change, you'd have to ask on the svn users list.
