auto update cannot be halted

using version 1.12.0, Build 28568
Auto update does not stop despite having the following items configured in the environment:
1. HKCU\Software\TortiseSVN\VersionCheck value is to 0
2. VersionCheck in the Settings to false and the OldVersionCheck to true (to try to force a popup box to appear asking whether to upgrade or not.) and uninstalled and reinstalled the older version and it still auto updates to the latest version.
Running into errors and timeouts with large repos using the newer version. Saw some internet chatter that the daily build version does not have this problem?

once an update is detected, it's stored in the registry. So disabling the update checks afterwards won't help: the already detected update will still be shown.
Delete the keys
HKCU\Software\TortoiseSVN\NewVersionText
HKCU\Software\TortoiseSVN\NewVersion
