GitHub deprecated basic password authentication using a password on August 13th, breaking compatibility with TortoiseSVN, see: https://github.blog/2020-12-15-token-authentication-requirements-for-git-operations/ for more info.

I'm unsure if there's settings/features within TortoiseSVN that can resolve this, however a "stock" install of TortoiseSVN can no longer checkout or commit to/from a GitHub repository.

go to https://github.com/settings/tokens and create a token. Use that token then as your password.
You may have to clear the auth cache first, not sure about that.
