incorrect rename other prompt

I tried posted this before but the post didn't go through.

to duplicate the problem:
create a repository
create files: Test.png and test.doc

Contents of the file don't matter. Only thing that matters is they have different extensions, but the same base filename but with different capitalization.

Check in both files.

Do a tortoise rename on test.doc to Test.doc (i.e. capitalize the "T")

expected behavior:
rename works

actual behavior
It prompts you to rename similar file "Test.png" -> "Test.png". The default action is to rename the file.

note: it's prompting to rename the exact same filename onto itself! If you try it, it will fail.

fixed behavior:
If the suggested renamed file is exactly the same as the original filename don't prompt to rename it.

affected versions:
latest version (1.12.0). I had a vm with an older version 1.9.7 of TortoiseSVN and this had the same problem.
