"Whole project" option (similar to TortoiseGit)

TortoiseGit has an option that lets you commit from any folder while also seeing the whole project; this is super useful and lets us check missed files from other folders without needing to do multiple Commit checks.

Can a similar option be added to TortoiseSVN's Commit dialog?
