However, there is an exception dialog raised

Unable to launch application due to the api-ms-win-downlevel-kernel32-l2-1-0.dll is missed. Please try to reinstall the application to fix the problem.

you have to install the univeral c-runtime. This is usually done via windows-update so it's not included in the TSVN installer.
If you can't find it via windows-update, get it from here:
