'svn' is not recognized

I downloaded and installed TortoiseSVN-1.6.11.20210-win32-
svn-1.6.13.msi. Windows Explorer actions work fine. But when I want to
run an action in the command line, i.e. svn help, I see "'svn' is not
recognized as an internal or external command". The PATH is set up
correctly. But given that C:\Program Files\TortoiseSVN\bin does not
contain an svn.exe file, it's understandable why there is an error. My
question is: where is the svn.exe file so i can run from the command
line? I'm not finding online that there is a separate installation for
this.

TortoiseSVN does not include the standard command-line client, you
will need to download it from another source such as CollabNet.
