The setup file, from the below link does not work, setup fails.

The downloaded size seems to differ from that mentioned in downloads page.

Downloaded that file in the office and from home. It works for me just fine.

So it seems there's a problem with either your network or (unfortunately much more likely) a virus scanner/firewall modifies the file during download.
