Duplicated Shell Icon Overlay Identifiers - which to keep?

Help!
I am having the typical icon overlay issue resulting in my folders/files not having their descriptive icon overlay.
I know the max is 15. Usually, I just delete the undesired overlays that I don't need to clean up the folder and make sure it is not exceeding the limit of 15.
When I navigate to the SellIconOverlayIdentifiers folder in Regedit, I see duplicated Tortoise overlays that are named differently. (ex: 1TortoiseNormal vs Tortoise1Normal)
Why are these 'duplicated'; is there one that is newer than the other?
Has anyone found this documented? I have been on the Turoise hep and their .net site.

since the GUIDs of the entries are the same, you can decide yourself which ones to keep.
I recommend however to remove the ones "further down" in regedit.
