Hello Daniel, yes, with the tortoise merge gui (I mean this https://tortoisesvn.net/assets/img/TMerge_ThreePane.88b06e39.png)
the extended ascii https://en.wikipedia.org/wiki/Extended_ASCII is not supported in visualization, so I just see "???" instead
of the extended ascii characters, i.e. if I open my ascii draw with notepad++ selecting utf-8 I correctly see the special characters

you can select the encoding in TMerge as well at the bottom right. Just select utf-8 there...
