TortoiseGuit not recognizing sign-in info

Hello,

Wondering if anyone has ever experienced complete TortoiseGit lockout? Over the past few weeks, every time I try to commit my changes, an error window appears, prompting me to set my username and email. But, no matter what I do, my credentials do not register with the system. Last week, it self-correct somehow after a few hours. This week, nothing has changed. 

I have tried numerous troubleshooting steps; logging in through the command line, ensuring the git.exe file is in the correct folder, and double-checking my Tortoise settings. The only thing that seems to fail is that in the Git section of the Settings, I cannot add my email or username to the Effective tab in Config Source. It blocks me from entering anything.

Please help, this is driving me insane!!
