TGit 2.5.0 cannot fetch SVN

TortoiseGit 2.5.0 / win32 / Win 8.1

git version 2.12.2.windows.2

The environment is somewhat restricted, internet connection via the HTTP proxy.

However after setting it both TSVN and TGIT can access outer repositories

Now i try to fetch SVN repo (relatively small) into Git

git.exe svn clone "https://svn.code.sf.net/p/tdbf/code" "D:\DelphiProjects\Libs\code" -T trunk -b branches -t tags

SVN remote repositories are not created, only some folders but not a single file...

after updating Git for Windows to 2.15 the behavior somewhat changed.

Now it does not even create the folder, instead it runs as
