Git message formatting editor integration

Hi,

  I am writing a small Python UI (PySide2) that assist our developer in ensuring that a given git commit message is properly formatted in a way that will facilitate downstream tools in extracting information in the future.

  Is this something I can hookup easily to tortoiseGit or would such questions be discussed on the -dev forum rather than the -users forum ?
