Error when building: invalid nontype template argument of type "HANDLE"

I'm getting the following errors when trying to build:

Error (active)    E2633    invalid nontype template argument of type "HANDLE"    TortoiseGitProc    d:\git\tortoisegit\src\Utils\SmartHandle.h    190

Using Visual Studio 2017 Community Version 15.6.2 on 64-bit Win10, building the Release/Win32 target.
All of the VS components mentioned in the build.txt are installed, as well as WIX.

Is there any known issue or a problem with my setup relating to this error?

And on which configuration?

I just build the Release Win32 for last commit of master, say fc6738d337eb15b5f99311c7fa77cd5a94d93635, without any problem.

I am using VS2017 Community 15.5.7.

Suppose it's only for IntelliSense, it may be the bug of it.
