Externally Monitoring Servers: Scout vs. Opsview vs. ?

Hello Rails Community,

We're looking at implementing a solid, single, external monitoring solution for our servers. Most of our servers run rails applications, with a few non-rails servers as well.

At the moment both Scout and Opsview seem appealing:

Scout - http://scoutapp.com/ -- a web-based SaaS that looks fairly easy to setup. Costs $160/month for 16 servers

Opsview -  http://opsview.org/ -- Open Source, apparently easy to install and setup, but then we'd need Nagios which I understand can be a pain

Does anyone have experience and thoughts for either of these? Perhaps a recommendation to a another monitoring system we should be looking at?

I'd recommend monit which I use to monitor services on single machines.  I believe you can cluster.
