What's going on at UCA ? 
Must we wait for the ICC tournament organization committee to be embarrassed at home soil again ?
Something is happening underground and people donot know or this is none of our business !



Dear chairman,

Congratulations for winning the hosting rights for the ICC challenge. I hope you are well aware that the ICC Know what goes on and we have been caught red handed engaging in malpractices on numerous occasions such as the hotel Africana saga and T20 qualifier chaos and it's in that breadth that I wish to come up with suggestions that you may discuss in your next and subsequent board meetings:-

1. Scrap local organizing committees.
2. Scrap hospitality team.
3. Get your friends like Musali out of any leadership role and influence in the day to day running of cricket because they are using their vote to manipulate you!

Such guys and the LOC have been part and parcel of all the embarrassing episodes we have had to endure with newspapers

If we have what is beginning to become a competent Secretariat, let us empower them to run this event. Do we need a whole committee to give out lunch coupons or allocate rooms in the hotel or source for transport?
Am aware the Secretariat prepared a document to ICC showing they have these things in place so getting a committee to execute what ever groundwork they have done does not make sense.

The hospitality tent is a ploy to get useless people paid at the expense of real workers like we saw in the last tournament. Being paid to give out lunch coupons yet stewards who were mopping the pitches were on appreciation tokens? Not fair at all. Give teams their meal coupons at breakfast or at the grounds. That is why they have managers and you have ground managers.

Then, are you aware your LOC had friends that came in with lies of sponsorship like that lady that gave us sodas but we actually ended up paying more than the market price and she had to enlist the services of a board member to ask for her payment with a threatening tone? Please remember what I wrote during my whistle blowing before the event and the response I received that ICC had allocated those meager funds and then the same ICC embarrassed us before the so called stupid boys. UCA is not a profit making organization and it's high time we kicked out people that are here to use it for enrichment.

in summary, if the CEO and his team can't conduct an event that is fully funded by ICC, then they are ripe for sacking.

Thanks for your quick response although it answered only the headings and not the questions there.

On budgets, issues raised on ICC meeting and team to Kenya were not answered for example. It is known ICC provided a ticket for 1 person per country. Did we need to spend extra on a second person to go to expensive London for the meeting where no serious business was going to be discussed on? Were board members comfortable with that decision?
Then the team that went to Nairobi. It's also known board members were not aware and did not see or approve that budget. Those were the answers needed. So unless you are terming our board representatives liars, then there should be an explanation to those costs wasted. Mr Kabuki mentioned it at the AGM why we keep spending on unplanned budgets.

It's good you confirmed the new account in Centenary bank but did not address the issue of conflict of interest which is against the constitution. We are aware the secretary of UCA works there and was key in opening that account which people were unhappy with. Was this conflict overseen while opening this? There are commissions involved.

The matter of the audit was not answered also. Mr Adonia of wanderers proposed a forensic on the swamp but the year is getting done and fraternity hasn't been given updates. Can we get something that gives us answers to those involved in that mega loss.

As per UCA corporate governance, these activities were approved by board as part of the annual budget. No further approval was required.

 

2.      Conflict of interest.

 

Yes we hold accounts in Centenary and we’re in the process of moving our operations there. This was approved by board in a bid to cut down our operational costs and possibilities of having credit lines when required.

 

3.      Audit: 

 

To further strengthen assurance on UCA operations, it was resolved to carry out 2 audit  cycles and the mid-year cycle is currently ongoing.

I hope you are all in good spirits. This time I have 3 issues to clear the table on. the friends of cricket in our fraternity have been gossiping about these stories/rumours for some time and somehow i said i should verify these claims by looking for answers since also me i didn't know about these.

#1. Budgets
#2. Conflict of interest
#3. Forensic audits


BUDGETS

Our board representatives are there to help us as member clubs monitor how the crikcet secretariat is run especially how we spend the ICC funds and activities. Now there are activities which are run and no budgets sent to the board for approval. that is the story going around.

- Recently the chairman and CEO went to Nairobi and England. Are all these UCA expenses or they sponsored themselves? Reliable sources tell us ICC was looking after one person in england.

- We sent a coach to Namibia for high performance workshop. Was there a budget discussed? also U-19 team went and still no budgets was discussed.
- Is the board composed just for prestige because they appear just to be doing nothing when it comes to the leadership and desision making like aproving budgets?
- Now we got to know of a team going for a tournament in Nairobi through papers and social media and we would have expected clear planning and budgeting. who aproved the torunament with its budget? some delegates say they were not part
- Does any board member apart from the treasurer know what and how much we are spending on this team or it's a personal venture for some individuals?

CONFLICT OF INTEREST

Check your constitution and find a clause about the conflict of interest. It must state something about a member who has any he/she will disclose and excuse himself/herself from anything going on.

Current story is the CEO of UCA shifted our accounts from exim bank and maybe stanbic bank to centenary bank and ended up fixing a sizable amount of our money in it.
My understanding is one senior member of this association works in this bank and looking at the undiscussed and sudden nature of opening an account there he was supposed to gain commision from the deal as a broker. Any bank sales man can tell you that theres a commision and moreover a big account like ours. the story goes on that he forcefully made us fix some good amount so that his broker fees increase. That is very unconstitutional. Question is did he expose his conflict of interest? Did all our board representatives agree this act?

As far as I know or we know in our club our representative didn't append his signature anywhere.

We also know of 3 members that pushed for this opening and are currently munching the benefits.

FORENSIC AUDIT



Is it true UCA is having a forensic audit? That is very wonderful news to the ears. I hope it isnt only for administration. In the AGM, chairman said most of the debts UCA is suffering came from money wasted on funny deals like the swamp we bought.

Mr. Adonia of wanderers proposed a forensic on the whole problem and the trustee was happy youth were getting involved. Is this audit covering our assets like the swamp? it should go back to those years when we were buying swamps.



CEO, we expect your in charge of this information. Can you help us clear the air on these issues on top? Last time your feedback was not straight to the dot. i hope i can share better views this time from your answers.
