INTERNATIONAL AIR GROUP PICKS CLARK AS ALTERNATE AIRPORT

Clark Field, June 6, 1999 - The International Air Transport Association
(IATA) based in Geneva, Switzerland, has designated the Clark International
Airport as their alternate airport for passenger and cargo flights.

Pepe Pacete, honorary chairman of the Airline Operators Council of the
Philippines announced the selection during a briefing conducted by Capt.
Salvador Arceo, executive vice president of the Clark International Airport
Corporation. Attending the briefing were 43 top executives of passenger and
cargo airlines operating at the NAIA.

Pacete said the IATA recommendation was for the Philippine government to
start building its premier international airport now in preparation for the
huge increase in passenger and cargo traffic in Asia in the years ahead.

IATA projects Asia to draw 50% of the world's travellers by the year 2010,
while passenger traffic int he Philippines is expected to grow from the
present 7-10 million a year to 20-25 million within the next five years.

"Even with the full operation of the three terminals at the Ninoy Aquino
International Airport, the expected increase in air traffic will be more
than their combined capacities because of the NAIA's limited runway.

Clark airport, considered to be one of the largest civil aviation complexes
in the world, occupies an area of 2,500 hectares, more than half of the
4,400-hectare main zone of the Clark Special Economic Zone.

Clark's two 3.2-kilometer runways are the best in the country and among the
best in the world, Pacete added. They were used by the US Air Force until 1991.

Capt. Arceo pointed out that using Clark as an alternate airport will reduce
the airlines' fuel consumption and increase their passenger or cargo payload.

"Using Clark airport as an alternate airport would mean a two-fold advantage
in terms of fuel savings of about 8,000 kilos per flight and passenger or
cargo payload conversion," Arceo said.

Clark's other advantages are: its existing infrastructure, state-of-the-art
navigational equipment, traffic monitoring and fuelling service.
